Barrie wins annexation the exa Old Firehall worthy of defignafion TORONTO The Conservation Review Board has ruled that Barries controversial Collier Street fireball is worthy of designation as historically and architecturally valuable building under the Heritage Act But the final decision on such designation will rest with city council The decision by board vicepresident George Downard follows an Aug 25 hearing made necessary by the fact that number of city residents objected to councils decision to designate the building The fireball restoration project has suf fered reversals at council since the original decision to designate and the city presented no evidence in support of the designation at the hearing The irehall had been scheduled for restora tion as an arts centre but council voted down proposed firstphase contract in August and this week agreed to call for proposals from private investors for use of the building Mayor Ross Archer said today he doubts council will has given Barrie about 15000 acres of Innisfil and Vespra Townships including the highway 2627 commercial strip as of Jan 1978 The annexation falls short of the 20000 acres applied for by the city and leaves out Stroud and large surrounding area the Lit tle Lake area and 2100 acres of Oro Township All were included in the citys an nexation application The decision is subject to possible appeal to the provincial cabinet if 10 per cent of voters in the annexed areas of either township or 10 per cent of Barrie voters ask for cabinet review within 28 days The cabinet could either confirm the board decision or order another hearing The decision given Wednesday by two member OMB panel comes two weeks after the final day of 49day hearing spread over nearly 11 months The hearing and related expenses have already cost the city Innisfil Vespra Oro and Simcoe County more than $670000 with more bills to come Not included in the figure are expenses to number of major developers represented at the hearing The city got about 10000 of the 13500 acres it asked for from Innisfil as well as another 4000 not asked for The city will get 1100 out of 4600 asked for from Vespra and nothingat all from Oro Here is what will be added to Barrie Jan The communities of Painswick Minets Point Tollendal and St Pauls to the southeast of the city All of Innisfil Township between the Essa Township border and the Canadian National Railway tracks east of Highway 400 as far south as point halfway between Innisfils Ninth and 10th lines About 400 acres north of Highway 90 in what is now Vespra Township bounded by the highway the current city boundary and the gas pipeline which runs south through the area About250 acres on both sides of Anne Street north of the existing city About 400 acres making up the Highway 2627 commercial area including Georgian Mall KMart Plaza Towers Plaza and other stores along the highway Barrie Mayor Ross Archer declined detail ed comment today until he had time to study the decision but said it appeared to be decision we could live with He said he was happy to get needed in dustrial land but regretted the citys failure to annex Little Lake where the city owns 295acre park which will remain in Vespra Land lost by Vespra includes commercial Vespra Township will lose about 1100 acres to Barrie Jan including the Highway 2627 commercial strip which the township claims accounts for about 50 per cent of its tax revenue The Ontario Municipal Board 10MB in its decision released today awarded the Vespra acreage in three blocks In awarding the commcrical strip to Bar ric the OMB said the commercial develop mciit outside the city boundaries should never have been allowed and was in poor planning The board dismissed the argument that Vespra would suffer permanent financial impairment if it lost the commercial assess mcnt saying it would be the absolute height of folly to permit Vespras financial future to determine the boundaries for city of 123tt0 people by 2011 About 400 acres immediately west of the present city limits bounded by Highway 90 on the south and the midlot line of Lot 21 Con cession will become part of Barrie Another 300 acres were granted along the citys present northern boundary from Sun nidale Road on the east to the midlot line of Lot 20 Concession along with 400 acres in the commercial strip area The city applied for an additional 3115 acres of Vespra land around Little Lake and stretching west to the limit of the commercial area but the OMB said no The OMB said that in view of the en vironmental sensitivity of the area we think the Little area should remain within the Township of Vespra to enable the Not tawasaga Valley Conservation Authority to exercise more effective control and eventual ly to assume ownership so as to manage the entire area as unit and so establish an in dependent authority over the Minesing Swamp and environs Barrie applied to annex the land saying it bought the land from the government to create public park The purchase price was $1 Innisfil keeps Stroud but loses 13850 acres Innisfil Township will lose 13850 acres of land to Barrie but keep Stroud according to the iitario Municipal Board OMB decision to the citys annexation proposal The citys original proposal called for 13500 acres of Innisfil land However by leaving out Stroud and extending Barries proposed southern boundary west to the Essa Township border the city picks up about 400 additional acres In Innisfil Township the new city boun darics run south from Kempenfelt Bay along Hewitts Creek to the middle of the 11th Coo cession west along the centre of the 11th Con cession to the easterly limit of Lot 12 south along the boundary line of Lots 12 and 13 to the centre of Concession 10 west to the east limit of the CNR right of way south to the centre of Concession west to the Essa Township boundary and north to the norther ly limit of the township The OMB left Stroud out of the new city citing vigorous community life the townships investments in fireball and com munity centre and the existing commercial area The additional 3850 acres awarded to the city by extending the proposed southern deadline ii area known as the panhao dle the lmard said particularly in pro viding snow removal road maintenance and fire protection Annexation now should not hinder farming operations in the area the board said However the board also said that without the servicing problems it probably would have left the panhandle out of the new city because it lies within the Nottawasaga River watershed an area the board wants to pro tect from development Development tin the panhandle should be given low priority the board said Reeve William Gibbiiis said this morning he isshocked at the boards decision Our main
