com mit him for trial Judge Don Inch said there is enough evidence on charges relating to an incident Sept 1975 to warrant trial Rowbotham 26 of Beeton and codefendant John Mepstead will face judge and jury in the next available coun ty court sittings says crown at torney John Burgar They are alleged to have sold 46 vials of hashish worth $3440 to an RCMP undercover officer Sept 1975 Plowing matches planned The East Simcoe Plowing Match will be held Thursday at 10 am It will take place at the farm of Francis Shanahan lo cated just north of Craighurst sandwich lunch will be served and all interested plowmen and spectators are in vited to attend The Simcoe Centre Plowing Match will be held Saturday It will take place on farm located in espra lownship lot 18 one behind the Baymart Plaza During the onagain offagain preliminary hearing RCMP of ficers under crosscxam ination revealed vials Rowbotham is alleged to have sold did not have his finger prints on them The only set of fingerprints was that of the undercover of ficer Constable Bruce Calnan Crown testimony also reveal ed there were gaps in sur veillance of Rowbothams alleged transactions with undercover RCMP officers Constable Douglas Wadstein said under crossexamination that as surveillance officer he had never seen Constable Calnan with Rowbotham and said Calnan disappeared from View before arriving at the Rowbotham farm BREACHES IN PROCEDURE Rowbothams lawyer Moishe Reiter spent much of the preliminary hearing question ing repeated breaches of under cover procedures Constable Wadstein said under Reiters crossexam ination that he did not search Constable Calnan before he made alleged transactions with Rowbotham and Mepstead There was also testimony that special transmitters planted in headlight of Calnans car and in cast on his arm malfunctioned Tapes produced through hidden recorder in female undercover officers purse dur ing one alleged transaction were too garbled to understand all the conversations Constable Wadstein testified Despite such testimony Judge Inch said he was satisfied there was evidence of conspiracy between Rowbotham and Mepstead to traffic hashish Sept 1975 During Tuesdays prelim inary hearing four other possi ble charges against the two co defendants were raised by Judge Inch but the men werent arraigned on them after Burgar consulted with ad visers for half an hour The possible charges involv ed one of trafficking marijuana July 22 against Rowbotham one of trafficking marijuana Aug against Mepstead and one of trafficking hashish Aug 21 All the alleged transactions occurred in 1975 After Burgar asked the court to withdraw the three possible charges Rowbotham asked Judge lnch if anything protects him from having the charges raised at later date Judge lnch said the crown could reintroduce evidence on the charges at some later time Mepstead was released on bail until the trial can begin Rowbotham is in custody serving 14year sentence Township will lose nearly halfof its tax assess ment if the Highway 2627 com mercial strip is annexed by Barrie while the city will gain less than five per cent more tax revenue according to Vespras annexation counsel Robert Onyschuk Onyschuk told the Ontario Municipal Board 0MB hear ing Tuesday on Barries annex ation proposals that the shopp ing plazas on the highway ac count for 42 per cent of the townships tax assessment and 50 per cent of its tax revenues Oro asks OMB Oro Township asked the On tario Municipal Board 0MB Tuesday to order Barrie to pay its costs of participating in the 11month hearing on the citys annexation proposals Township solicitor David White said it was irresponsi ble on the part of the city to have subjected Oro to this hear mg Township clerk Henry Neufeld also op posed to the citys request to annex land around Little Lake he said The lake is not suitable for recreation the land cannot be serviced because of soil condi tions and Barrie does not intend to service it he said The Nottawasaga Valley Conservation Authority opposes the annexation of Little Lake or any city move into the Willow Creek watershed Onyschuk said because of the threat of
