cities are becoming little more than dogs on leash says Polly Hill chil drens environment adviser to Central Mortgage and Housing Corp CMHC The urban setting with as phalted lots and high rises is not the childs kind of setting she said in an interview It is potentially stunting and dan gerous for Canadian children especially if we continue to build this kind of urban en vironment She established the childrens environment advisory service four years ago after persuading CMHC that better environ ment or children was needed in the midst of rapid urban growth We know too well how to kill child creativity initiative and even physical fitness she said Its getting to the point where we put children in little boxes the high rises and let them out like dogs on leashes so we can take them to the park push them on swings and lead them back to the boxes IN CHILD DEVELOPMENT Ms Hill 60 has worked in the field of child development since beginning her own family of five 35 years ago She has writ ten books on childrens needs produced series of films on child development lectured at Carleton University on social environment systems and has taken courses in architecture elementary drafting and design She also designed the childrens creative centre for Expo 67 pavilion which ser ved as nursery playground and entertainment area where parents could leave their children for few hours Its ironic how we em phasize perfection concerning sports with children but forget about simple play with natural things like treehouses sand boxes and streams she said We should have more childrens parks for people with children who cant play outside the frontdoor RAN PRIVATE SERVICE Before joining CMHC she ran private service consulting interested groups on ap propriate educational and play facilities for children But became very con ccrned that the people who needed those kinds of environ mental services couldnt afford them Fiercely dedicated to her job she said We are not in tcrested in teaching child rearing practices herein this department we are in vestigating ways of building good environment for Children Ms Hill sat poised in com fortable highbacked chair dur ing an interview She is widow and grandmother sev eral times over but insists on the designation Ms HAVE LITTLE IIOICE She said most families have natural instinct about the kind of environment children need but faced with the high cost of housing today they must opt for raising children in apartment buildings or rowhousing proj ects Children need humane en vironment where they can grow and play safely They need good playgrounds ones which stimulate their sense of inquiry Studies had shown that par ents are more relaxed in neighborhood where it is easy toraisc children When children get noisy you just cant send them out in the backyard to drive around on their tricyclcs or grub around in the sand box Instead moth ers in apartment buildings or housing projects have to be con tent to let their kids wriggle over the living room furniture or send them out to play in the streets overloaded with traffic PROVIDE KITS By providing the public with free information and publica tions on creative daycare cen tres playground facilities and kits which include easyobuild play areas she hopes they will come to expect these facilities in residential projects Most importantly We are trying to get at the people re sponsible for the changes in our environmentthe housing de vclopcrs As the density of the urban areas increased and people packed more closely together safe and creative playgrounds for children would become especially important properly planned housing project should include good playground along with good roads and sewers she said Not just park with swings and tee tertotters but place where children could build things and exercise their creativity In fact places of play should be designed before the roads are put in After all why should places where cars go be more important than places where people especially pre schmlers go Ms Hill sees herself as more than an adviser Unlike teentigers who get action because they have shown need for public concern as rtsult of delinquency and dgueg problems young children advocacy AA sorneonc to speak for them in an organized voice
