recrea tion and civic groups over shooting its budget by almost $100 The township earmarked $3000 for small grants in its 1977 budget However Tues days grants totalled $3984 The largest grant $1000 went to the Ivy Ball Club to help pay for new fencing around the ball park in Ivy Coun Bev Regan urged ap proval of the clubs request say ing the club has never had anything from this council DeputyReeve Earle Williams supported the grant but noted that the ball park is owned by the Ivy Womens In stitute and therefore is not eligible for provincial subsidies for improvement projects If it was any other park in the township wed get subsidy on this he said But this way we are just handing over $1000 NLY $ltl0fl Its only $1000 Coun Regan replied The Ivy fencing bill came to 53400 The rest of the money BEV REGAN urges approval was provided by the Womens Institute and community fundraising campaign con ducted by the ball club The Thornton arena received $950 grant as Essa Townships share of the cost of installing plexiglass around the ice sur face The cost of the installation is split between Essa and Imiisfil Townships and provincial grants The two townships have funding agreement for the Thornton arena providing for an equal split between Essa and lnnisfil of all arena cit penses Reeve Charles lridtiam said he received verbal assurances from Innislil Reeve William Gibbins that Innisfil Township would contribute $950 toward the project Coun Eric Bimis voted in favor of the grant saying For the returns we get from the arena for the people of this township think we should go $125 Parkland policy illegal board to ask for change Planning board has agreed to drop demand for about $4000 cash instead of parkland from developer after learning that the demand is illegal However the developer Rockford Developments Ltd will still include more parkland in its tltiliomc 107acre sub division on the northwest cor her of Bayview Drive and Little Avenue than can legally be demanded David White lawyer for Rockford appeared before city council earlier this week to at tack the parkland demand as completely improper and it legal The citys policy of deman ding an acre of parkland for every 100 units in subdivision has no basis in law he said and the city can only demand live per cent of the land subdivi sions for parks under the Plan ning Act Five per cent of the Rockford subdivision comes to about half an acre bu the citys formula $1850 in fines levied against Barrie Air pilot Donald Fish owner of Barrie Air Services has been charged with flying an aircraft while under suspension and fined $1830 Fish pleaded quilty to three charges brought against him by the RfMl under the Aero nautics Act Tuesday in Barrie provincial criminal court lrish had his licence suspend ed alter suffering injuries in an accident July 1074 Doctors then found him medically unfit to fly Two charges involved Fish flying from Barrie to the United States in March 1975 while third involved him flying with the asSIstance of another licenced pilot Judge Norman Nadeau fined Fish $750 for each of the two charges in which he piloted planes hiinsell and $330 for the charge involving Plan ning Act to give the city authority to ask for one acre of parkland for each 130 units the maximum possible under the act and to use that standard as policy so far as possible in the meantime Jones said such bylaw would probably take six months to put into force Meanwhile he said the cit should at least try to persuade developers to meet the one acreforl20 units standard because the fivepercent policy just doesnt work He noted that developers have been going along with the oneacrefoiwloo units policy since it was instituted four years ago TllEE KNOWN Its always been illegal and all developers havo known about it he said While also objected this week to condition requiring Rockford to contribute half the cost of rccoiistiucting Ray and Little where they adjoin the property
