provincial grants to Simcoe Countys municipalities and its school boards The previous factors used in determining local assessment and grant totals were establish ed in 1970 and have remained frozen until now Yet during that time the market value of property in various municipalities has shifted because of growth and inflation while the factors on which pro perty taxes and grants were based had not ntarios grant plan calls for larger grants for poorer com munities in an attempt to put all on an equal footing says Bruce Fraser the countys assessment comriiissiorier The factors demonstrate the ItlllllOllSIitp between the cur rent market value of property and the level of assessment in given municipality Barries factor is 49 84 which means the assessment level is approximately half the market value of the property within the cityslimits Innisfils factor is 38 which suggests that onetwentieth of the current market value is covered through assessment The province uses equalized assessment so they can look at all municipalities on common ground Fraser said PROBLEM dont see the new factors causing any great problem in Simcoe County but there are going to be municipalities pay ing more and others paying less Fraser said All the factors do is provide common denominator for sharing costs and grants he sud Details on how the factors may be applied are being work ed and will depend on how quickly machinery is moved in to the plant he said Employment is expected to reach 70 by the end of the year he said Most of these persons will be recruited locally through the Canada Employ ment Centre he said There is no indication of ex actly how many people will be hired said Kassam It will de pend on whether or not local people have the qualifications for the job he said The company has plants and offices across Canada ed out by the ministry of in tergovernmental affairs and until they are released the countys municipalities will not know if the factors will produce large tax increase smaller grant allotment or both Fraser said Lorne Maeck minister of in tergovernmental affairs has assured everyone that municipalities and school boards would not receive less grant in 1980 because of the new factors Its too early to tell what af fect they will have says some Knowles Barries deputy treasurer Whilc it seems Barrie may do well under the new factors the citys from week on the road to his farm on Highway 93 First stop for Malcomson 65 his stan dardbreds and show buggies was Sutton Next came the fair at Minden and finally the Peterborough summer exhibi tion But he was back Friday to prepare for the Barrie Fair The most important he says of the 20 he attends each summer Ehis years edition begins Tues ay Ive taken part in every Barrie Fair since 1921 either as an exhibitor director or manager says Malcomson The fair began in 1953 the yaar Malcomsons grandfather arrived in town and except for six year break during the Se cond World War has run con tinuously until now Barries annual fair and agricultural show has changed since 1921 and while some change has been for the best others leave Malcomson wondering about the process and people Our fair is good fair and its grown by leaps and bounds and the present directors are doing everything they can to at tract people of varying interests he says during the interview conducted in room among hundreds of his ribbons trophies plaques and scrap books DONE WELL The fair has also done well financially Malcomson says The grand total of our assets just after the war was $5400 but by 1970 our assets totalled $300000 With the financial progress has come change in the at mosphere of the week long event change Bill Malcom son could have personally done without Back few years everyone was interested in the livestock the agricultural side of the fair but todays generation wants entertainment Its unfortunate that large number of the public show little interest in livestock and horses They are drawn to the fair by the midway and attractions he says One part of the fair that has not changed is the horse show and Malcomson will participate Saturday in his gentlemans four wheel buggy complete with tan suit hat coverall to keep the dust off the ladys dress and full set of tools kept under the seat in case the horse needs some attention during the trip All the items are among those gentleman coming to call would carry in the days when horsepower was provided by the horse Ritual dictate that they have to be part of the buggys contents and points are awarded gentleman who has them Malcomson says Malcomsons horses he has 10 are put through their paces in competition and he and the animals have won hundreds of prizes The greatest thrill of my life in showing came in 1964 at the Barrie Fair and at the Royal Winter Fair in 1978 he says Dlhng the 1978 fair Malcomson was named the se cond best male driver in the competition and won several first place ribbons In 1961 three
