manager and with none in sight for two or three months is Barrie laced with the kind of divide and con quer rule that Aid Ran erts warned against two months ago shortly after Walter Giggs resignation There are many questions con cerning the city manager issue that have been left unanswered in this city of secret committee and closed door dis cussions Mayor Bentley has admitted that he is in no ririh to acquire replacement for the citys high est paidmembcr of tbecity ball nan The city solicitor has been ask ed to prepare anew draft bylaw describing the terms of referlt once and responsibilities or the manager now redubhed the city administrator but it will serve only as basis of further discussion by the members of the general government commit tee the mayor says COOEDINATE ACTIVITIES Meanwhile comfortable group meets each Friday with the mayor to coordinate the ac tivities ofthe city departments One cant question the sincer ity of the mayors feelings that delegating the responsibilities of the manager to the various de partment heads has led to greater cooperation among the departments but the coordin iting committee deserves some scrutiny it may be dangerous precedent The underlying reasons for Walter Giggs resignation if there are any other than cision to take post with Geor gian College have neverheen revealed He felt under the present set up in city hall that it would be waste of money to hire another city manager which is powerful statement for man MARK ANNIVERSARY The Soroplimist Club of Barrie will celebrate Founders Dayat its dinner meeting at the Bay shore Motor Hotel on This will be the 47th anniversary of the founding of the Soro of the Amer icas Inc Specie speakers on this occasion will be DeniseTrem Iblay Womens Consultant Air Canada and Dolores Grondin oi the torian Order ofNursea Barri who has scrvcd this city for at most 10 years 12 of them as city manager Despite this city council refused to debate the managers opinion it seems apparent that the mayor Idenfifies Mr Gigg with the socalled cosy compact he at tacked as the pivot point of his election campaign He Is concerned that council has relied for toorlong on one mans opinion GIVE OPINIONS To adopt such an altitude is to misconstrue the authority and function of manager The man agers function in relation to the busin of council is to give an op on when asked for it He acts as liaison between coup oil and the departments that carry out its instructions He has legitimate job to perform in keeping council informed on the regulations of the provincial government the Ontario Water Resources Commission and the Ontario Municipal Board and supplying background for alder men All indications are that Mr Gigg was the type of manager who would not attempt to steer council or committeea man who knew Ids responsibilities and didnt go beyond them Aid Roberts shortly after Mr Gigg announced his resignation imied diarges that city hall was being run by lean tie implied that there was dis sension in the ranks of the city administrative staff and the manager system had broken down DID NOT ELABORAIE He refusrdto elaborate on the circumstances that had led to what he described as dictat orship He felt rightly that the floor of the City council was the place for discussion When MayorBentley told special committeeofthewhola meeting of city council Monday of the general governmentcomm mittees plan to have citilman agar applicants psychologically tested and screened by profes sional management consultants and repaired on the committees study of the terms of reference of the position the alderman ac ncepted his report without qucs Dll This may be explained by Aid Roberts absence from the meat ing but it is certainly to be hop ed that council is hot as reticent when the new city administrator bylaw comes before them The citizens of Barrie havea right to know whether Aid Rob erts accusations amount to spurious innuendo or to govern ment by
