Week fthe Chl.ild Investment in kids pays offT later By IRENE GENTLE The Champion If children are the future, -then Halton Region's child services department knows it's neyer too soon to start prepar- ing for healthy oines. So it's there right from the start. "Tlsat's the investment in kids that will psy off later," said the Region's communi- ty services commissioner Adelina Urbanski. Celebrating chiidren wiIl be the focus of the Ontario-wide Week of the Child October 17 to 23. But the Region's commitment is year- round, and it starts right away, said Ms Urbanski. Under the Region's Healthy Babies, Healthy Chiidren program, the parents of a newborn can soon expect to be called by Regional staff within two days of their hospitai discharge go ensure that every- thing is well. And if it îsn't, the Region plans on being there to provide the necessary support to bring things back on track. Philosophically, the ides is that taking care of kida' needs will heip themn grow up to be secure, healthy aduits. And those needs are the moat intense in the early years of chiltihooti, noted Ms Urbanski. "Zero t0 six, the literature keeps rein- forcing how critical those years are," she saiti. "Ini many cases it can stay with themn for life." Early experiences, which oct to stimulate thse brain, can actually play a role in the brain's development, said Ms Urbanski. "It is neurological, the patterns start to form," she said. "The brain develops in those six years." Andi the Region's slew of child-oriented programo are intendeti as a concrete strate- gy for helping children flourish. Often, that means helping their families. "What we are seeing in a lot of cases is parent depression. You want go make sure they get the medicai help they neeti," said Ms Urbanski. "Sometimes it might be a very young mom who needs support. She may not bave had a very great life herself and, now she is a mon, too." Helping the parent serves to creat a bet- ter atmosphere for the child to grow and thrive in. -We try 'and catch thse famnily before it is ton late and connect themn go the services," said Ms Urbanaki Sometimes' assisting families can be M~ simple as guidjng them towards quality subsidized or unsubsidizeti childcare. The Region owns antd operates three full- fee childcare centres, two in Oakville andi one in Georgetown. Staffeti by early chilti- hood educators, these centres serve about 120 chiltiren. "We can often take special neetis kids that other centres may not be able go do," said Ms Urbanski. In addition, the Region helps place about 1,500 chiltiren in subsidizei chilticare. "If they qualify, they can go to any cen- tre we have an agreement with, anti that covers a lot of centres," she saiti. Under the Region's chilti health pro- gram, public nurses spread the word on - aile REGION on page 10 DATELENE D.D.T E.C. D.D.T 01103 SCE00OL Datelin.
