But middle cîass taxpayers deserve a break and wilI Iikely get one in the next budget, said Halton MP Julien Reed. That budget - which will likely be unveiled in February, 2000 - could reflect increased social spending, particularly on children, he said. But significant tax culs are unlikely if ail provinces don't push for them, said Mr. Chudleigh. 1I was disappointed that the four Atlantic provinces and Saskatchewan, who are typically the largest users of transfer payments, don't see the value of tax cuts," he said. Tnimming taxes is essential for a vibrant economy, said Mr. Chudleigh. "If we don't do tax cuts in Canada the economic strength of this country will slowly seep eway," he said. Though lowering taxes can foster job growth, there is no foolproof formula for a healthy economy, said Mr. Reed. 1I don't think il is a magie elixir," he said. Prudent fiscal policy has kept the Liberals from slic- ing taxes since the recession in the early 1990s, said Mr. Reed. jInstead, îhey have chosen 10 reinvest in health care and education, offering only minimal tax breaks for Jhigli and low income eamers. But an established reiny day funti combined with annual federal surpluses in the $10 billion range could mean that the next budget will be an exception to that rule. Middle income taxpayers should feel the relief of any upcoming cuts, said Mr. Reed. Ted Chudlelgh Julien uMa "The economy has improved remarkably. There are more people working every mont and that provides a bigger tax base," he said. "My belief is there will be tax cuts implemented. The question is 10 what extent." Slashing taxes by ebout 20 per cent over four or five years sounds reesonable to Mr. Chudleigh. "In fact, il sounds minimal," he said. Then, social programs could remain unichd pro- vided the governmenl cut fat internally, said Mr. Chudleigh. He recommended that the feds follow Onterio's exemple by îidying up their economic house and pas- ing the savings along 10 taxpayers. But the incentive t0 cul taxes dwindles when all provinces aren't lobbying for il, said Mr. Chudleigh. "Ottawa can pick and choose now," hie said. "The dissent et the premiers' conference gives the govem- ment the option 10 do whalever they wanl 10 do."
