The debate was halted Tuesday when the moderator lainted. "Other issues are being pushed aside and we're back to Quebec," said Halton Relorm candidate Rick Maîbocuf, a sell-described francophone Quebecker. "II's rime to resolve the issue once and l'or ail. 1 wanf a united Canada. This is hurting ail of Canada's econo- my, nofjust Quebec." Mr. Maiboeuf said Reformn would enacf a number of' measures which would boîster provincial powers equally. He pointed ouf that the majorify of Canadians have already rejected distinct sociefy îhrough the defeat of the Charlottetown Accord in 1992. Liberal candidate Julian Reed said the governmenl's position bas been consistent. He said il is based on four fundamentals; celebration of Canada's success, modifications to government through non-constitu- tional changes, recognition of ail groups in the Canadian family and the need for ail regions f0 approve of any constitutional changes. "If is nonsense that Canada came close f0 splitting over the last referendum," said Mr. Reed. "If was just a referendum, a snapshot of the moment, and if was non-binding." Mr. Reed said the Liberal govemrment would confer distinct society statut on Quebec to recognize what already exisîs. He pointed to, Quebee's civil law and French language, saying fhey were protected by England's King George mf. "If you travel Canada, the first thing you recognize is how bloody big if is, the second is the cultural dif- ferences," said Mr. Reed. "We have to reach ouf f0 one another. FIm bullish on the future of Canada. I think we are already seeing the cracks in the separatist cause." Mr. Reed said Reforn is not a national party and bas no intention of frying 1o be thaf. He also said mucb of the current problem can bc traced to the Progressive Conservative govemnment, which gave many of' flic separatists prominent positions. Progressive Conservative candidate Ralph Scholtens said Prime Minister Jean Chretien was frozen during the last referendum and said nothing other than 'stay the course' on a rapidly sinking ship. "Where was Preston Manning during that releren- dom?" Mr. Seholtens asked. "He didn't appear 10 care. l-owever, (PC leader) Jean Charest gave a passionale, passionate speech in Montreal and saved the country. If's clear who the real leader is." Mr. Seholtens said Mr. Manning's Reform Party does not respect the distinctions in Quebec. He said Reform's 20-point plan for Quebec is a plan to break up the country. "You have fo remember the Canadian federalion was originally an economic union," said Mr. Seholtens. "There is much that can be talked about with Quebec that isn't constitutional. Reformn's tough talk has financial repercussions. New Democratie Party candidate Jay Jackson and Green Party candidate Bill Champ were not available for comment at press time.
