"The key to the environment growing as rapidly as ours is timely planning to develop the infrastructure, to put in sub- stations before realty begins." "We have problems now that we have not had to deal with in the past." To set hydro rates, he will look at neighboring utilities. "We are a competitive market for industry." Cox is proud of the record of utility since he joined the com- mission 12 years ago. "Five years ago, fifteen cents of every dollar went into main- tainance and operating costs. Now only 10.5 cents are used, a great improvement." Cox thinks his business back- ground will assist him iri the efficient running of the commis- sion. Unfortunately, the electorate is often not terribly interested investigating the candidates for hydro commissioner. Cox said, "This is a big busi- ness, bigger budget than the town's.
