Report from Q ueen'5 s Park By The Hon. George Ashe, MPP (PC - Dur ham West) Ontario Minister of Revenue Recently, a number of Ontario news papers have contalned classified advertisements identifying "financial consultants", "1financial advisors,, or "cash finders". These ads also included promises to arrange boans of any size, regardiess of the inter- ested individual's credit ratinge Unfortunately, these consultants or advisors often demanded a cash downpayment - as a measure of "'good faith". In many cases, this downpayment Ieads to financial ruin rather than the anticipated financial success. The Ministry of Consumer and Commercial Relations has received a number of complaints from Ontarians who have advanced considerable sums of money to these consultants in good faith and have not received the prornised loan. Under provincial legislation, individuals who provide boan or mortgage assistance must be regist- ered under the Mortgage Brokers Act and must identify themselves as such ln their advertising. Al registered brokers will provide sufficient proof of their registration and should be required to do so before finantial arrangements are negotlated. As a consumer, if you discover that you are in- volved with a consultant or advisor, rather than a, registered mortgage broker, avoid paying fees in advance. If you are considering arrangements for financial assistance, consider authorizing the company to de- duct alservice fees from the proceeds of the loan. In 'this way, you will not lose any money should the deal fal through. if an arrangement cannot be reached to deduct the fees, then make the cheques out "in trust". This wil ensure that the company becomes the trustee of your money and as such wilI be held accountable for justifying how the moifey is spent. You can also request that the company place the money in trust with a third-party lawyer. In the first two weeks of 1983, the Ministry of Con- sumer and Commercial Relations had a number of advertisements removed from newspapers because the companies which were being promoted were not registered mortgage brokers. The importance of checking ail the facts before making, final loan or mortgage arrangements should not be under-estimated. Be suspiclous of in- dividuals who do flot wish to discuss the terms of their operation openly with you. I would suggest that a deal that sounds too good to be true probably is. Kraft's career began its ascent wfien he was named Grand Prize Winner of the 1979 CIBC Talent Festival. He has appeared with most major symphonies in Canada in the past sea- son and on CBC-TV's national program series "Spectrum". Frequent- ly heard on radio, he will be featured this year in his own radio series, "The Art of the Guitar". He combines bis con- cert career with bis positions on the facul- ties of the Royal Conser- vatory of Music and the University of Toronto. His career is also fre- quently combined with that of bis wife Bonnie Silver, a pianist and harpsichordist. Together the duo has been delighting audienc- es across the country with the unique com- bination of music for guitar and harpsichord, much of which they arrange themselves. They also have had compositions especially written for them by Canadian composers. The concerto to be played by Kraft on Mar- ch 8 bas been described as "bright as the sun of Spain and based on the rhythm 0f the Fandan- go"; "a thoroughly Spamish flavoured work combining brooding ten- derness with dancelike movements". The or- chestra'Is contribution to the evening includes the brilliantly lyrical Over- ture to Euryanthe by Weber and the majestic Symphony No. 2 by Jean Sibelius.
