in a front page this week REPORT FOR TO NEWMARKET TOWN COUNCIL Re New Library Attached hereto Schedule A is a statement summarizing the present financial problem of the Newmarket Public Library Board with respect to the New building It will be seen that there is an estimated deficiency in moneys required to discharge the Boards obligations of about Also attached Schedule B is summary of expenditures not provided for at time original es timate of was adopted Referring to the items in Sche dule the following explana tions are tendered The additions of 304840 to the Hughes contract arose en tirely as a result of property conditions discovered after the building project was under way and result from the discovery of underground water incorrect data re levels of Towns sewers on Park Avenue and change of roof drainage to meet town en gineering requirements re park ing lot drainage The supplementary contract to L Stephens was given as no shelving was provided for in the original contract it being under stood at the time the Hughes con tract was given that shelving would be supplied from another source at no cost to the Library Board The Stephens contract was given after receiving com petitive tenders the work going to the lower bidder The additional fees to the arch itect are according to contract and result from additional work involved in two contracts dealt with above The items re furnishings land scaping etc were expenses which were recognized as necessary to completion of project but were apart from building and will he covered by donations provided for that purpose according to plan It will he seen from the fore going that the shortages in funds available is very similar in total to the total of supplementary contracts which were made as a the development of this all decision were made by the whole Library Board and at each stage the then Chairman of the Board reported on his consulta tion with Town officials includ ing the Mayor Solicitor and Engineer Furthermore until very re- the extent of assistance available from outside sources was believed to be considerably greater than has actually ma terialized Consequently the amount of supplementary appro priation which it was anticipated would be required from the Town would have been approxi mately the amount of the Hughes extras plus architects fees there on It is my considered view that all decisions made and actions taken by the Library Board were in good faith and in devotion to the public interest to which members of the Library Board devote considerable time their appearance may presage a general warming of the climate here May 1956 Mr Mayor and members of the Newmarket Council Mr has presented a full and clear of the fin ancial side the difficulties of the Library Board have asked lor a report from both Mr and myself- There nothing I can add to the financial report which has been thoroughly discussed and approved by the members of the Board present at a meeting of May But perhaps I can give some background to the work done by the Library Board in the last few year As many of the Council will recall we have on throe oc casions suggested buildings which Willi remodelling could have pro vided Library accommodation at least superior to the room then occupied All of the propositions were turned down for various reasons mostly they would not give us accommodation good enough for the Town After many discussions with of the Council and business men it was fell that a new building would better suit the needs of a prosperous and growing population and the Council gave us authority to have plans drawn and submitted to Council This was done and tentative costs were receive I After some discussion the Library Board Upon advice from good authori ties outside the Board requested the sum of sixty thousand dol lars The Council in its wisdom re duced the amount to an arbitrary forty thousand dollars Tenders were called for and they rat as high as sixty thousand The Town Engineer ami the Council had copies of the plans and specifications contrary Mr statement that he hadnt seen them Revision of the plans were made leaving out certain neces sary items for which we hoped to receive donations sufficient to cover These have not material ized and as soon as we knew they would not be forthcoming we presented our case to the Council I can assure you that any ac tion we have taken both within the original contract and without have been taken only after con sultation with men authority in Civic affairs and we felt we were doing our job in correct procedure otherwise we would have been advised to proceed differently can assure you that we at no time attempted to deceive the Council Wo have given the people of Newmarket a building of
