should a nuclear war ever hit this continent Meanwhile dur ing this time of peace the prov inces job is to make such coop eration possible should emerg ency conditions arise The latest civil defence think ing has underlined this duty of the provinces heavier than others For evacuation of cities likely to bo hit by the enemy with the unbelievable destruc tion of the Hbomb now is con sidered the only really safe de fence against annihilation But where these people from cities to go How are they to get there Those are questions the provinces must answer They seeking the solutions now They appear in several steps First the provincial govern ments had to create their own and should communications on a national organization would have to supply scale be interrupted the provincial direction for local plans What about the money neces sary for equipment training and organization centres The prov ince is responsible for assisting in this way too It con get finan cial help from the federal gov ernment which will match pro vincial contributions on a fordollar basis up to an amount based on the population of each province If the province agrees the federal government under the constitution cannot work di rectly with the municipality un less the province allows it the federal organization can contribute percent of a local projects costs Then if the prov ince puts in percent with residential development Chairman Gladstone the planning and industrial com mittee who had presented the regulations reluctantly agreed to the while pointing out that council had had two weeks to study the regulations and that they had been before the members of his committee for three weeks Mr Ridler said that the set ot regulations had been drawn up by Joseph Dales as chair man of the planning and indus trial committee and town en gineer Denne The list of regulations was presented to council on Feb The regulations will form a basis of action for subdivides within the town Mr ex plained They will set up a solid structure on which the planning committee can base de cisions Mr said that he had no objections to the regulations but that they didnt go far enough As they stood they would counterbalance the pres ent resolution which states that there will be no residential de velopment without parallel in dustrial expansion Mr recommended that no be allowed to start a residential development unless he cooper ates with the town We want more commercial and industrial assessment for the town replied Mr But it would be unwise to insist on industrial development with all residential subdivisions Mr referred to one proposed subdivision which will be located in a residential area and said that no one would want an industry there An allcom mercial development before the planning committee at present was another example given by Mr Thats all right answered Mr If a wants to develop a fine residen tial subdivision he can pay a higher levy per lot so that the town can put a factory else where The regulations should state that the assessment per lot will be higher if no industrial de velopment is provided by the We should not con sider residential growth unless we have parallel commercial and industrial development he said It might hamstring the bar gaining powers of the planning and industrial committee if too many of these regulations ore listed replied Mr Reeve Edward asked what assessment per lot was being recommended Mr said that no fixed levy had been named as it would vary with each subdivision What the municipality would de mand a subdivider to pay for each lot would depend on the type and size of lots the serviceaV needed and the cost of providing them he said Deputyreeve Violet Mac- recommended that decision on the regulations postponed so that council can give more consideration to them and discuss the proposals more fully This Is something for the fu ture not just for today aald Mrs We should nt bring this on so suddenly We should look to other municipali ties to see what they are doing Mr denied that it was a sudden action saying that the regulations had been under dla cussion for some time He that the planning committee al
