Insurance companies gasoline com panies publications and service organizations sponsor publicity campaigns at various times of the year Ad mittedly there is an additional motive for insurance companies to help prevent accidents and the oil com panies man make publicity campaigns out of safety drives but all safety efforts we are sure are helping to prevent accidents and we encourage them Next week the Federation of Agriculture is spon soring a safe driving campaign The federations ef fort may be one of the most effective In rural areas traffic conditions are different Possibly rural drivers are more careless about their driving habits off the larger highways they do not encounter much conges tion they are less concerned about making signals be cause it not necessary for them to signal often they are not as concerned about the mechanical condition of their vehicles because again they are not driving as often on high speed roads The Federation will be put ting the emphasis on safety in areas where up to now there has been little else done in the publicity field alone will cause motorists to bo conscious of their speeds and driving habits Statistics on highway traffic were provided us recently by No district headquarters for the OPP at Newmarket For the month of December in Ontario there were 2635 accidents fatal accidents killed 62568 vehicles checked 11513 charges laid and 16741 warnings issued In No district which includes York Peel and Ontario counties there were accidents that month two fatal accidents three killed ve hicles checked 1079 charges laid and 1359 warnings issued The surprising figures are the ones showing the numbers of vehicles checked and warnings issued Probably the public does not realize the amount of work done by the police forces to prevent accidents POOL CAMPAIGN RESUMES ACCORDING TO information from the pool committee it is probable that construc tion will be started on a pool this summer The second part of the campaign to raise funds will get under way again shortly the initial phase in the late fall was a success and after the midwinter lull volunteers arc ready to start again If the filial phase of llio campaign is handled effi ciently we are sure that the objective will be reached There are many who were not contacted by canvassers lait fall and probably there are more sources to be tap- We hope that this second drive will clean up the swimming pool project in one operation POLICE EFFORTS THE PUBLICITY efforts lo encourage safe driv ing are good but the most effective means is law en forcement The work of policemen on the highways in the past few months probably has done more to prevent accidents than anything else Recently the Ontario Provincial Police have been checking the mechanical condition of vehicles Anyone passing through Oak has been stopped for an inspection The psycho logical effect of being stopped by an roadblock WATER WE DO NOT blame Councillor Alex Hands for re acting against our editorial on Newmarkets search for water policy We described the test drilling pro gram of the past number of years as being a try any thing policy Still we are inclined use that term since odd test wells have been punched in the area around Newmarket since and out of that number the town has three successful wells Councillor Hands came on council two years ago and this year he is sew- as chairman of the water committee No doubt he is doing a good job We cannot blame him for past policies but we think it is time for a change We are not saying that the test drilling program was wrong yean ago At that time people did not know that Newmarket would grow so rapidly and that it would need so much water But now the facts three wells in over attempts do not suggest that there is any sense in continuing the program The money spent for test drilling could well be used for a pipeline to Lake financed by the municipalities of the district We continue to harp on this subject of a pipeline because we believe it is the only long range step that can be taken We do not understand why municipal leaders do not concern themselves with at least finding out more facts about a pipeline project If we thought that the majority of the people of this district do not want more industry and general development we would not labor the point ft is all a matter of community planning but maybe wo should not use hat term community planning be cause too many people particularly those in elected posi tions think that it means something other than common sense OUR SIDE OF THE STORY IDEAS THAT RETARD DEVELOPMENT One of the most thoughtpro voking devices In the touching of history is to ask Why hot This device rarely fails lo bring to light some neglected If ve ask for the caused of the industrial revolution are likely to be given such fac tors us the accumulation of wealth Improved communica tion and transport a nation wide market and establishment of law and order Hut If we ask why the industrial revolu tion did not take place in Atria or In the Roman Kmpirc wo can sec that something Is lack ing in the current explanations Practically nil the factors which are said to have caused the Industrial revolution In tain existed in other countries in greater measure than in Bri tain and for longer periods of time fare there was no need for la borHaving devices The fact is that slave labor is and everywhere inefficient and costly There was just as much economic incentive for Indus in Home as there was In With century In the ease of Asia it has been argued that the countries vere too poor The fact Is there have been wealthy indi viduals In Asia throughout re- corded history The explana tion of the failure to industrial ize is not to he found In any objective fact but in the minds of men Asia is largely because of certain ideas and attitudes Let us look at some of For at least three centuries after the Rattle of BC the was a market more than ten times the size of century Britain with letter roads and greater security for commerce And In more than one coun try in Asia the conditions that are supposed to produce indus trialization have existed for centuries The real historical puzzle is What prevented In In the Roman Empire and in Asia One of the biggest impedi ments to Industrialization was and Is the Idea that there is something sinful about making profit Industrialization requires the Investment of vast sums of ca pital That means if Invest ment is not by the gov ernment that wealthy people must spend their money on building of factories railways and power stations rnthor than on servants and wives palaces and precious stones In Britain tho profit motlvo was operative In Asia It not Britain became Industrl allied Asia did not looking at a concrete case The late Henry Ford was said to have had an Income of a year a sum which most people would consider exces sive But the important ques tion is not how big his income was but rather what he did with it Mr Kurd invested most of his income in factories to make cars for the millions If United States had had a socialized economy tho funds to build the factories would have had to come out of the general public If Mr Ford spent say a year and invested the rest of ids income the net economic effect of his operations was ex actly the as if whole Kind had been given to the country and had been rim by a manager a sal ary In case of Homo It has been argued that manual work was done by slaves and Tho prejudice against profits Is rooted in an ancient fallacy the Idea that an la worth no more than Its cost Actually successful pro ducer does turn out goods worth more than their cost profitmaker Is like the cook who takes raw meat and a few vegetables and makes them Into a good meal tho la cook who gets Interested In a soap opera and turns same ma terials Into charcoal It Is lossmaker who robs society The error In the criticism of profitmaking may ho scon by In much of Asia because of by Harvey he unwillingness of the wealthy natives to invest in in dustry there has been a chronic shortage of capital The earnings of capital have therefore high Kilter- prising foreigners have investments and these have yielded high profits There have never been enough indus tries give employment the and so have remained low propagandists have in many people that profits foreigners have been the cause of the poverty of the Asian people The result has been an unreasoning hatred of the foreign Investor and confisca tion of foreign Investments Hence private investment in any underdeveloped countries is very risky and so flow of private capital is negligible Thus prejudice against private profitseeking has be come a major factor in retard ing the economic development of twothirds of tho world countries In desper- ato need of capital Rut of the lack of security will not bo enough vato foreign capital forthcom ing It follows that If we wish to assist those countries to es cape from povorty wo must in crease our government contri butions to Colombo Plan the Point Four Program and United Nations Technical Aid The state ia the servant not the master of the people the whole hearted interest in their wet- fare I guess Yes the world is full of mis understanding i y said It Is a question of misunder standing motives I said We understand people a lot better and be a lot more toler ant if we would try to under stand the motives behind hu man action That reminds me of my great uncle on my grandmoth ers side said He never would have went to jail if he hadnt robbed that bank and he never would have rob bed that bank if he hadnt lost in a game of poker And he wouldnt have lost the money if he hadnt gambled And he wouldnt have gambled if my great aunt Clarabelle hadnt been such an old battle axe That there was a question of motives wasnt it Well its not exactly a clear example of what I had in mind but it will do I said I must tell that to Ketch- Ill try and illustrate to him that he should be more tolerant with people You know another trouble with that guy Ketchcloffaki No I said He never gives any of his own cigarettes away He comes around the press room cigarettes off everybody but he never thinks of pa sain them out to anybody You must understand him Study his motives Try to be tolerant the only way to get along Td rather avoid him I guess said Chazz Oh do what you want but go away and dont bother me I said X J 1 i by Dairy Farmer The Top Six Inches Recent newspaper reports suggest that the attendance from across the border at the international plowing match was very disappointing in spite of the advertising and propaganda that was carried on in the States Yet the inter national plowing match was easily accessible and also bless ed with good weather There are other cases where farm groups breed organiza tions or sales efforts have spent what would appear to them substantial sums of money on advertising one thing and another without too much success Not only did most of the socalled direct advertising result in questionable success but also efforts to put our point of view in front of the public are a long way from be ing satisfactory We have yet to be able to sell our ideas and our causes to labor or any other group It seems to us that this state of affairs should be looked into and reined id Like so many other things that farm- els do this one Is also scatter ed poorly coordinated and a poorly effort After all we dont plow with horses much any more or cut grain with a cradle yet when it comes to public relations and advertising we are away be hind the times What we dont realize is that good advertising uses a lot of research and study in the ha bits and behavior of people This of course casts money and no individual farm group possibly afford it Nor do wo care to admit that this trouble goes back to the same source as many other efforts we put forth namely the lack of money and the unwillingness to contribute the amounts suffi cient to do the job Now some of the advertising and public relations work is done by the government in an effort to help Some is done by processors of farm products who use he farmers story to sell But the real solution would lie in a cooperative ad vertising and public relation venture This could be cen tered around the or Federation or some other or- that could be wide It should be organized as a cooperative with different farm groups as shareholders Then it should take over all the advertising and propaganda work for the farm groups at the customary fee It would soon be paying dividends It may be that it would be asked to advertise and help groups that have on the surface con flicting interests Hut we doubt very much that these conflicts while they appear to be seri ous in a given area should be serious in the general scheme of things In any case the advantages would outweigh disadvan tages Such an agency could buy space and sell advertising from a much stronger position because of the size of it It could do away with a lot of the font -in- mouth trouble wo have and it could save us money and get better results The international plowing match is a good example sum expended for advertising was probably enough to buy interest In a local paper some where It probably wasnt enough to buy a fraction of an inch in a national advertising medium ARMY ON DUTY AT FORT CHURCHILL r J Alto and Joan Ottawa have their hands full as they start their military hospital at Churchill Man They are nursing of the Canadian
