half mills Without serious paring of budgets the guess puts the rate at mills But beyond this the picture clouds because the municipality is reaching the point in time where a sewage disposal plant must be constructed It may be that this council will tackle the job it will mean a capital expenditure of at the least a quarter million dollars Should the council even consider launching the project there will be items to prepare for in the budget for surveys plans and estimates A decision lo build a new library is expected this year The library board has slated that it must abandon its present
