Outcries Heard As Fines Issued Blames Council Pressure Conflicting opinions of members of Newmarket town council and recent arguing about the dog control policy has resulted in a crackdown by the police de partment on dogs which are not confined to private property or not licensed The police department was given responsibility for dog control last June after the North York Humane Society ceased to function in this field There have been more than a few outcries from dog owners who have had to pay fines this week At a meeting of council on the department He said he also understood that
