Orchard Beach Lake has become a regu lar monthly feature of the North Gwillimbury township council At the regular meeting at Bel- haven on Monday Messrs Cam eron and Matthews asked coun cil to promise that Charles Orchard Beach would not be given a boat renting licence Members of council indicated that it did not appear that would be issued a licence Joseph Dales Newmarket so licitor for subsequent The electorate should keep in close touch with the town coun cil during the year and the ex pression of the public interest can be provided by a group swell as ratepayers association Mr Erie Hardy told members of ratepayers assoc iation last week An organizational meeting was held In the fire hall auditor ium last week for the ratepay ers association Mr Hardy director of the Citizens Research Institute was guest speaker at the meeting Another meeting Is to he held shortly In elections the greatest her of votes is cast during a fed eral election In a municipality but in a municipal election the lowest number Is cast Mr Hardy said It Is not entirely because there is a smaller num ber of people entitled to vote in municipal elections It Is that people are not sufficiently Inter ested in the job their local gov ernment must do The Job of town government Is a management undertaking with a of physical ser vices which must be administer ed such as school buildings parks water systems sewage disposal systems and public util ities as well as administration of town finances To do this efficiently It not members of council should consider them selves experts or laymen trying to become exports he said The experts arc the people the town pays the town clerk or town engineer But since council di rects the course which Is to be followed in relation to the amount of takes levied on the people the selection of elected representatives is extremely Im portant It is desirable that the elector ate keep In close touch with ell during the year and that ex pression of interest can he given by groups such ratepayers associations One Individual is not heard but council must listen a group Mr Hardy said Mr Hardy showed that he was familiar with recent municipal happenings in Newmarket and pointed out that unless a great er Interest ia shown In nomina tions for public in the town and the best type of people put forward for election a healthy election will never take place It is most unhealthy when nominations Just fill the vacancies and there is no com petition He said that the im portant Item function of a good council is not so much In saving dollars for a tax bill but by ensuring a better rate for every dollar which is spent in the towns administration In many localities Interest in local government is shown by service clubs and church groups but with these groups the inter est Is a sideline rather than an objective A community organ ization which wants to learn mora about local government and to make a contribution to local government In the town will not only increase the Inter est in civic affairs but will lm prove the quality of which the local government 1 rendering to the community Mr Hardy said that in the formation of a community group thought should be given to the inclusion of property owners tenant of real proper ty as welt as other residents in the community He felt that by making to a larger of IS it would broaden interest and encourage more healthy participation in municipal turns He pointed out that every adult contributes in some pro portion to the monies adminis tered by the town council A large proportion of all previa- taxes is spent by municipal governments end even money collected from the park meters which goes to the police committee adds to the towns funds indirectly Every resident who drops penny in a parking meter is entitled to have an interest in the operation of the towns business He suggested that a ratepay ers association should have an educational plan and suggested that under a yearly program members could be provided an opportunity to bear the- elected representatives on the work which they are doing as well as from the paid employees of the town on the function of their jobs In this way it gives the people a better measuring stick for Jydging the suitability of a candidate for public office He suggested that the group take constructive interest In the year ly budget and that it ask the council for its five year program of expenditure Hardy pointed out that al though a community association could be of untold value in as sisting council the final decision rested with council It would not
