the oldest cities in the world are still most beautiful hi conception and design Paris Rome Oxford and Edinburgh Year by year they attract visitors all parts of the world The charm and beauty of these ancient arid historic cities are We mention this matter of the antiquity of town planning for the reason that it might appear as though it had just suddenly come into existence in the course of the last few years This im pression may have arisen from the rash of literature that has I made its appearance since the Ontario provincial government passed a Planning Act in the year It might appear that the pro vincial government is resolved oh a policy of increasing restric tion or the autonomy of has been little agreement oh it and for the reason that its contents so far as they have been examined are not clearly understood It would indeed be a tragic situation if such a bylaw applying to the municipality as a whole were passed by who admittedly do not understand m I The fact that members of council on their own admissions do not understand provisions contained in the bylaw is not a reflection on their gen- oral intelligence or understand- AURORA TOWN COUNCIL Funds Handed Back To Town Planning Board Resignation Among the business transacted by the Aurora town council at its meeting on Monday night December consideration was given to two letters one from Mr Youngs who was treasurer of the Aurora branch of the and Mr S Mills of the Aurora planning board A SQUARE DEAL It is The People the over like a square deal this sense of justice that keeps the world man with the big is in process of a second reading Thus far and there are no lawyers on council It is not only a legal document but it is a legal docu ment construed in extremely ob scure language Is It Needed Is such a determining bylaw needed in a small town such as Aurora For many reasons we contend that it is not needed The growth of Aurora has been slow over a long period of years There is no indication that such growth is likely to be accelerated in the im mediate future Even if it were likely the zoning bylaw in its present form would still be in applicable to Auroras potential needs The point that appears to be deliberately ignored by those who are pressing for the legal enactment of the zoning bylaw is that the town council already has the necessary powers to con trol buildings and the character and disposition of properties It has exercised such powers in the immediate past the proposed The Aurora branch of the Vic torian Order of Nurses went out of existence when the town made arrangements for services from the York County Health Unit In his letter Mr Youngs stated that as most of money had been received either in grants from the municipality or in payments for services by tho York County Health Unit in justice to the taxpayers the re maining funds amounting to should be returned to the town With hb letter the treasurer enclosed a detailed financial statement and at the same time requested that the same should bo confirmed by an audit Mr Youngs letter was accepted with the thanks and congratula tions of council Mr Milts Mills former vice- chairman of the Aurora plan board who by a majority vote in council had been quested to reconsider his letter or resignation informed the mayor and council that the must stand The resignation resulted the cancellation of an invitation to Mr Fred Kemp a Toronto lawyer and a proposed speaker on town planning as carried out in North York township The cancellation had come about in consequence of towns solici tors protest to Mayor Rose and council that in the circumstances concerned the presence of Mr Kemp at the joint meeting of council and the planning board would be a breach of profession al etiquette as affecting Mr Lee The mayor upheld Mr Lees pro test and was supported by coun cil- In his letter dated Dec subdivision on Ken nedy St being an example in point We have opposed the legal en actment of the proposed zoning bylaw for the reason among other reasons that it would wrest authority from a popularly elected body town council and place it in a body the planning board This and other reasons why we think it is not needed will be stated in future articles Mr Mills charged that mayor hod acted with impro priety In not referring the mat ter back to the planning board and further charged that cils action in rescinding the in vitation to Mr Kemp was a basic error in administrative procedure Other Business Council had beore it a report from tho department of health on condition of the disposal plant After some discussion the matter was left over for the at tention of the hew council Council appointed Mr King to serve on the recreation place of Mr Allan who recently resigned for business reasons
