Legislative Assembly for tlic respective services and that when necessary a pro rata reduction shall be made in the grants to the schools so that the total grants may be covered by the sum Voted in each case Hereafter then the per cent will be used merely as a basis of computation and such a pro rata reduction will be as may be necessary to keep the grants within tho appropriation The Legislative grant to urban schools is divided into two parts Regular and Special The former is apportioned upon the basis of popu lation- the latter upon the of certificate and the experience of the teacher As has pointed out in my former reports tho Legislative grants to urban schools have been relatively too small In North York this grant in 1912 amounted to about per teacher or about 75 cents
