assertion that if by any means prohibition should become the law of the Pro vince of Ontario there would be difficulty experienced by municipal councils in meeting the deficit in their income that would be caused by the withdrawal of the present revenue from license fees In order that the electors may fully understand this matter there are here placed before them a tew facts In relation to iho present revenue and improbable diminution under prohi bition The total amount paid over from to all municipalities Province of Ontario during the year wits- and this was the net revenue derived by all the municipal treasuries from the license system Hon Mr Foster submits that our direct national outlay for liquor in the year of was Ontario Is the wealthiest province and consumes more liquor than any other but calculating on the basis of per capital the people of On tario paid nearly for liquor in The account therefore stands Amount collected by liquor seller Paid oyer to munici pal treasurers If the enormous amount of wealth thus absorbed by the liquor business remained in the hands of the tax payers of the community a great deal doubt be found in the shape Of taxable property and there would thus be speedily added to the aggregate assessment an amount that would furnish the whole revenue now derived from the liquor system by a taxation rate less than the maxi mum authorised by law The result it must be noticed would be attained if there were no material progress in the community as the result of the more temperate and industrious habits that would inevitably follow the abo lition of the drink system If we closed up all our liquor shops today we would have in one year a community so much richer that tax ation on the increased wealth would more than make up for the lost mu nicipal liquor revenue The choice between prohibition and license is to this province sim ply the choice between paying annual ly hard cash or only paying taxes property of that value and keeping the properly still in possession earning probably four times the amount paid taxes A careful examination has been made of the accounts of many munici palities in the Province of Ontario and almost invariably the following has been found to be the enact state of affairs If the local pauper and police expenses be added to the muni cipalitys proportion of county crimi nal and indigent expenses sum will he more than double the revenue received by the municipality from the license fund If it be assumed that only one half of the criminal and poor expenses are fairly chargeable to the liquor it will still be seen that the municipalities are sus taining from the very start in Ihe license system a very heavy loss They would be losing even if the revenue received from licenses was a clear Rain As it is they ate simply paying an enormous sum for questionable privilege of being sorely impoverished and heavily taxed So much for municipal revenue Now what does Province receive o Total lor year population of abstainers It is probably not unsafe to assume that vastly more than fifty per cent of our total population never touch strong drink at a 1 This half is a very small representation in the criminal record The drinkers furnish forty- three per cent of our criminals the moderate drinkers furnish fifty- three per cent and the total abstainers a little over three per cent Esq supplies these facts A work man who drinks daily iwo glasses of beer at five cents each will in this way spend annually thirty- six dollars and fifty cents This represents about 45 gallons of beer This rcpiesents about bushels of barley For this barley the farmer gets at cents per bushel one dollar and fifty cents The balance of the stays in the hands of the brewer and liquorseller The has swallowed his beer and has nolhtng of value lo show for his money He may have nerves a Its clear brain and a dangerous appeitie but we leave these out of calculation now and say he has literally NOTHING Suppose that Prohibition became law and the workingman dtd not spend this 36 50 for beer it would be available and would be in nbedful articles for his home The bread the butter the cheese the meat the vegetables and the woollen clothes that it would purchase are all directly or Indirectly the produce of the farm If we allow the manufac tures and dealers in these articles 40 per cent of their selling price for profit the farmer will still get the traders have But it must be noticed that now the workingman has had something to show for his money food in his cupboard clothing for his family the full value of 3650 And it must not be imagined that the farmer has failed to sell his barley He has ported either In grain or changed to beef and has received the 1 for it all the same but with this difference that now the money to pay him has come into Canada from abroad and the country has in it more than it would have had If its had drunk that parley in the shape of beer Let us put calculations in the form of a comparative table showing what is the result of the spending of the in these cases UNDER LICENSE The farmer gets for his barley 50 The merchant The has left 00 The folly the raising of taxation I am prepared to assert before this audience tonight that the finance why should succeed by prohibiting the traffic in intoxicating liquors in re storing now the people of this country and wholly wasted the finance minister who should succeed in doing that and should also save the indirect loss that arrises from the injury that is dune to society by it I say he will have no difficulty whatever in raising the sum of money which appears in the first instance to be lost to the revenue- There can be no doubt whatever about it LEONARD- At a meeting held at Westminster Palace
