nineteen of those years I would like to pass along my thanks and acme thoughts to all of those I have been asso ciated with When one hears so much of the conflicts and t ions so much of the time ones own optimism is often shaken Just a bit The pnvilege of working with and for so many of the local folk and meeting so many from different parts of this great country my has been renewed and bolstered Meeting of the Ontario Secondary School Teachtrs Federation has brought that motion into public debate That coverage centered mainly on one or more com merits made outside the meet has affected public per of the intent of to deal with a growing problem for Ontario secondary school teachers negotiating collective agreements with school boards across the the majority of collective agreements settlements arc reached through a bargaining process defined in provincial legislation However in areas of the province which have experienced strikes and lock outs some school boards have taken note of the fact teachers spend considerable time and effort in quickly restoring nor operations after strikes have been concluded Its to the credit and a reflection of their professional integrity that they do so The difficulty for teachers is that by minimizing the live aspect of strikes for the good of their students they may well be encouraging trus tees to create strike situations To put It another way because Iruslees do see strikes as having a serious effect on their system seem in some cases to be engineering con frontal ion with their employee groups in order to gain an advantage at the bargaining tabic If thai is the case and he point can be argued in many areas where bargaining is now in a crisis situation then that situation must be stopped That is the concern raised by
