With the withdrawal of the property owners appeal, Halton Hills council moved quickly at Monday nights meeting to designate the Barber Mill property under the Ontario Heritage Act. The River Dr. property is considered to be of cultural heritage value due to being an example of a late 19th century industrial complex and the first in North America to use hydroelectric power. It also represents the papermaking heritage that defined Georgetown in the 19th and 20th cen- turies. However, property owner Everlast Restorations Inc. had appealed the Towns designation attempt to the Ontario Conservation Review Board. A two- day hearing had been scheduled to start this week, but earlier this month the CRB informed the Town the appeal had been withdrawn. Victor Boutin of Everlast Restoration Inc. had intended to restore the Barber Mill property by incorporating the heritage components within his development plans to build a 44-unit hotel, 50,000 sq. ft. in commercial uses and a 14-storey 240-unit condominium. But in September, Boutin wrote a bitter letter to the Town of Halton Hills describing how years of delays and roadblocks put up by the Town, Region and Credit Valley Conservation staff and by local residents, has led to the continued deterioration of the site, despite his efforts and money to save them. Designation of the site gives the Town only the right to disallow an application for a demolition permit. Essentially, by focusing on the designation of the site, the Town is indirectly controlling the effective demolition by decay of the buildings on the site, tying my hands as the one who planned to save and preserve the centuries-old architectural wonders, from saving Georgetowns heritage, Boutin wrote. This is the first time the Town of Halton Hills moved forward with a designation without the consent of the property owner, said former Heritage Halton Hills (HHH) member, Ward 3 Councillor Moya Johnson. But she called the situa- tion demolition by neglect.
