board wont pay fees for talented students weekender september 28 1985 p5 by greg coates staff reporter for the third straight year trustees at the public school board have turned down a proposal to pay tuition fees for students attending the claude watson school for the arts in north york there are currently 15 york region stu dents attending the school for talented pupils tuition fees are 4265 per year at the elementary level the motion which lost ina close 98 vote was made by markham trustee earl rowe at mondays meeting of the york region board of education im very disappointed said trustee rowe who was ironically against a similar proposal last year when we debated it then i thought there was a chance of getting a homegrown program that would do the job but with our accommodation problems it doesnt make sense not to send them somewhere else many trustees were against the move be cause of the cost i believe its a good program but its not up to our taxpayers to pay for it said richmond hill trustee jane robertson waive fees trustee bill monroe believes the north york school board should waive its fees to allow the students to attend i think the obligation is with the north york board he said they should be put on the line not us at the elementary level it would cost the york region board 2926 per student per year compared to 2066 at a regular york region school there was also concern that if the school board started paying the tuition fees it would open the door for a flood of students to attend the claude watson school however supporters of the proposal argued that not just any students can attend the north york school students must audition and be accepted each year were not talking about students get ting a sudden interest but students who have an excellence in arts or athletics explained trustee margaret macdonald certainly north york is going to look af ter its own students first so the numbers arent going to be too high examine needs trustee charles cooper said program should be funded simply because the york region board is unable to provide the needs earl rowe very disappointed for these children at this time when it comes to an area where a stu dent is special and wants to excel people seem to be reserved he said we must think about the needs of these children and look at what the program offers if the north york board has the re sources to offer a good program and we have students that can attend i have no problem with funding added trustee cooper id like to see this passed in the name of simple justice trustee rowe noted theres a common misconception that the parents of talented children are wealthy i dont know where this idea comes from but its simply ridiculous he said 911 emergency number one step closer in region rv str ve hoi iston tion an audible hich tone is receive by steve houston staff reporter york region is one step closer to estab lishing a universal 911 emergency number though the 911 task force committee still has many decisions to make regarding implementation of the number the tech nical aspects were presented to members by bell canada last thursday in new market task force chairman bob forhan told the committee that the purpose of the meeting was to further indicate the direc tion we will be going and to obtain input from police fire and ambulance care agen cies bell representatives ian smith and bob wekarchuk gave a slide presentation illus trating the features of 911 and pointed out areas either considering the number or currently implementing it they added that actual implementation usually takes one and a half to two years many numbers already exist in york region for police fire and ambulance ser vices mr smith said 911 was selected for three reasons its brief easy to re member and had never before been used he pointed out that the difference be tween existing emergency numbers and 911 is a central emergency reporting bureau cerb where all emergency calls are routed the cerb takes calls and then dispatches the appropriate emergency service during emergency calls the cerb has the option of staying on the line with the caller other features of the 91 1 system include bureau hold the answering bureau controls the connection it permits a manu al trace and optional rering if the calling party disconnects forced disconnect if a calling party remains offhook the circuit will automati cally release after two seconds trunk integrity in an offhook situa tion an audible high tone is received to indicate the circuit is working properly calling party disconnect a tone is ap plied toward the bureau to notify them of the calling party onhook condition emergency ringback the bureau can call back in the event that more informa tion is needed enhanced 911 this option provides additional information to the bureau such as an automatic number identification and automatic location identification through the use of computer terminals added to the system bob wekarchuk told the committee many decisions still have to be made on where the cerb will be located who will handle calls staffing jurisdictional boundaries and facilities mr smith pointed out that there could be instances of overlapping and undcrlapping of the 911 system overlapping occurs when telephone boundaries extend beyond municipal borders undcrlapping occurs when the 91 1 service isnt provided for resi dents within regional boundaries boundary conflicts will continue to ex ist mr smith said in those cases a sevendigit number is normally used he added that it is up to the task force to decide whether or not they will abolish ex isting sevendigit emergency numbers or keep them for use as alternates in case the 911 system is ever out of order the committee was also told of the finan cial advantages of a 911 system but mr wekarchuk pointed out that regardless of the system you must weigh the advan tages against the costs marham mayor carole bell urged the task
