before york county council the program is to extend over a ten year period this plan was submitted by the toronto york roads commis sion at the request of the prov incial department of highways when completed the present road system will have been near ly doubled to 380 miles the total county system itself will be nearly double from 11 to 28 miles county council approved the plan last week in principle of all the roads cited for take over the one most important to this immediate area is the bloomington sideroad this road has long been a stumbling block to the whitchurch township road department due to its un due heavy truck traffic during the first year of this giant project land will be ac quired and engineering plans prepared in the second year grading bridges and drainage will be taken care of the final years will be spent in paving pay as you go a payasyougo system of fi nancing is proposed by the plan and based on present growth forecasts of population and as sessment the county rate would be an average of 553 mills for the construction and mainte nance of the system no further debentures would be issued and present debentures would be re tired by 1975 the extensive report was pre pared by a d margison and associates consulting engineers the tenyear plan would take over 179 miles of township roads and the affect of the new 40 highway north through the county has
