taken an im portant step forward towards the installation of a sewerage system in town and next month the taxpayers will be asked to vote on this important question an engineering firm has been engaged and will commence this week to take a survey of the entire town for sewerage installation and on their estimate of the cost the people will be asked to vote whether or not you as a taxpayer are for or against a sewerage system only a blind man can deny that such a system is inevitable within a very few years and even sooner if health authorities choose to force the hand of the municipality stouffville is developing rapidly and while its growth can be retarded by subdivision restrictions the metropolitan tide is coming ever closer sewers are essential to sound sane development the job will cost a lot of money perhaps half a million dollars but no growth is got without expenditure certainly every business man knows this fact in the next few years thousands and thousands of dollare would be spent by home owners in the instal lation of septic tanks and cellar drains how much better off would the municipality be if this same money was applied to a sewerage system there will be those ratepayers who have septic tanks and goodworking drains who will sit smugly by and say why should i vote for a sewerage system i dont need good communities were never developed from such a narrow approach the need of the com munity and our fellow citizens is much much more important than our own as an individual and must be viewed as such financially stouffville will not be any better off at any time than right now to assume the added bur den of sewers our debenture debt when compared with the majority of municipalities including our neighbors is only a trifle when the vote is called in june on the installation of sewers a vote yes will be a forward step for the entire town one for which no one will have regrets in the years ahead new seals enter into picture in the coming provincial election the people of ontario will elect 98 members to the provincial legis lature this is an increase of eight over the previous legislature it is however 14 fewer than was the case some twentyfive years ago when there were 112 seats in the ontario house in the redistribution made last year eight new seats were created one of them being a new oshawa riding in which most of the rural section formerly attached to the riding of ontario has been attached to make the new ontario riding almost en tirely rural it is interesting to note the location of the seven other new seats in the legislature ottawa is given a third member and londons representation is in creased from one to two there is a new riding in northern ontario to give that section of ontario seven scats wentworth east adds a new riding to the hamil ton area and there arc three new ridings in york county all in torontos metropolitan area at first glance looking at the traditional political allegiances of most of these areas the new seats have loaded the dice rather sharply in favor of the government naturally with a house as onesided as the last legislature the government is in a favored position in the election the legislature at the end of the 1955 session had 7s conservatives 7 liberals 2 ccf one laborprogressive and there were two vacant seats it can be said however that this represents about rock bottom for the opposition parties and that the only way in which they can move is upwards it can be taken for granted that they will make some gains and provide a much stronger opposition at least than has been the case for some years but it would take a landslide of tremendous proportions to turn out the government and there is little indication on the poli tical young man left his village to attend a college in a large city everything was new to him and for several weeks his eyes opened wide with wonder he had all the nervousness and awkwardness which so many feel when first making acquaintance with city life in his tocket he carried a letter from his home minister to the pastor of a city church he wisely handed in his introduction and began to feel more at home when college opened the real thrills began gradually he overcame his shyness made quite a few friends and began to feel more at home he was asked to join a college fraternity and after a little hesitation he agreed to do so his friends told him it was an honour and he felt flattered some of the fellows seemed a bit noisy and talkative but he knew that it took all kinds to make a world so said nothing the first meeting of that fraternity disappointed him he didnt care for the conversation which was mainly profane and when the president of the group took out a pocket flask and passed it around he made a quick decision to the boy sitting next to him he said heres where i quit and he did he was a quitte and that isnt a nice word but it all de pends upon what it is we quit as a matter of fact it took a great deal of courage to leave the group and to tell them later why he had done jo the easy thing for him to do at that moment was to have sat still and said nothing there isnt anything in the world harder to face than ridicule and that is what he faced that day that student is now a man no longer young but widely known and respected in speaking to some friends recently we find that in this session more than once a de bate has been cut off after two or three days and another item of business has been started this brings about a situation where you do not know what business is to be brought be fore the house the following day until the government makes the announcement at the closing session of the pre vious clay there have been far fewer questions on the order paper tins session than in the pre vious two sessions in which i have been a member the government has been able to keep these questions down to about thirty where in other years they have reached as high as ninety there are 12 government orders on the or der paper at the present time and most of them are in the stage of second reading some of the bills still to be concluded are the veterans benefit act the prairie farm rehabilitation act the muni cipal grants act and the most important of course the am endment to the unemployment insurance act the unemployment insur ance act will take up a good deal of time as there will be a fulldress debate on second reading of the bill and then it will he referred to the stand ing committee on industrial relations since i am on that committee i will have the op portunity to question many as pects of this act and will have the opportunity also to urge the government to make still more changes both in the act and in the regulations the blind persons act is still in its second reading stage so far only three depart ments have been scrutinized in the special committee on estimates there is one more left and that is the department of finance if this committee proves to be satisfactory the opinion is that in the following sessions many more departments will be referred to it for scrutiny of the expenditures and poli cies of the various
