monday received word from county clerk jl smith that the county is not in a position 10 notify the municipalities yet as to the size of the coun ty levy to be imposed for 195u in his letter of explanation tabled with markham mr smith staled we regret it is not possible yet to notify the municipalities of the size of the county levy to be imposed for 195f in accord with section 321 v2 of bill so the municipal board is empowered to direct the metropolitan corporation to pay to york county in a lump sum or in its discretion over a period of years from january 1 1051 on a progres sively reduced basis an a- mount deemed to be just and equitable to relieve the coun ty from any undue burden caused by the separation from the county of the 12 suburban municipalities an estimated budget for 1951 has been passed by coun ty council which clearly shows that such undue burd en has been placed upon the county and application is be ing made to the municipal board for a ruling under sec tion 221 as stated above it is possible that the mun icipal hoard will not give its final decision until may or june next and until such de cision is received the neces sary bylaw cannot be passed by county council it is appreciated that the delay could cause hardships to those municipalities who set their levy during the early part of the year but no doubt it would be possible for a mun icipality to estimate the coun ty taxes if necessary bearing in mind that it must be in ex cess of the 1953 levy referring to the matter of this years increased county levy reeve a lemasurier who with deputy reeve v clark are markhams two representa tives on the county council remarked that in the case of markham its levy may reach the 100030 figure for 1951 this is a sizeable jump over last years 27000 levy in return for this sum mark ham receives the use of only one county road 1th conces sion and two townlines plus the magistrates court the home for the aged and child rens aid society there john morgason passed away in a toronto hospital where she had been confined for the past thirteen years born on the 3rd concession of oxbridge the deceased moved with her husband to stouffville in 1917 she was in her 75th year besides her husband the late mrs- morgason is surviv ed bv two brother- john elson of oxbridge albert elson of toronto and two sisters mrs x summers of toronto and mrs robt davis of pine grove funeral service was held on wednesday afternoon at the le oneill funeral parlors conducted bv rev eg hus- on of the stoutfville united missionary church with inter ment in the stouffville cemet ery the pallbearers were wal ter percv and edar hardv john elson harold elson and walter pearson grade 11 of the stouffville high school made their an nual trip to the ontario mu seum in toronto on tuesday under the guidance of mr lerrv woity history teacher ten days for lifting chickens rudolph bishop aged 32 robert smith aged 1g and fred judge 30 years all of wilcox lake were sentenced by magistrate hollinrake to 10 days in jail on a charge of tealing chickens belonging to persons unknown constab le j steward and constable forrester of the vandonf de tachment of the provincial po lice observed the vehicle driv en by bishop at a residence and stopped it two chickens freshly picked were on the road beside the car and four others on the floor of the car they were still warm and fresh blood and feathers were on the clothing of smith bishop said the chickens were not his smith and judge denied any knowledge of chickens on the floor of the car or on the road the six chickens were produced in court bishop told a story of having picked up the other two who had the chickens in a sack olticers told of over hearing a conversation be tween accused at the stations election the uxbridge township coun cil passed a bylaw on monday afternoon dissolving the twp school area under the bylaw the former school sections will be reestablished and trus tee boards elected the bylaw will come into force on dec ember 25th of this year if and when approved by the minis ter of education in compliance with a request from the uxbridge town council the township council bv resolution terminated the present agreement for provin cial police protection the ar rangement had been for the uxbridge town officer to ser vice the township for which the township paid 15 a month and mileage the annual bylaw for the collection of the federation of agriculture levy was also giv en the necessary readings and passed the levy was slightly increased to one half mill on all farmers the money thus collected to be turned over to the treasurer of the federa tion major wood member of the uxbridge town council and reeve ferguson waited on council in connection with as sistance in cleaning out the eld electric light pond on no 17 highway just at the en trance to uxbridge from the south councillor wood said that the moh had condemn ed the pond and the town be lieved that the wished to make an appoint ment as far as invitations councillor lennie stated that no one was invited to the most recent meeting although the joint executive spokesman for the various ratepayers assoc iations was present since he had requested to be heard the matter arose when c evans of the langstaff rate payers association complain ed that his association had not received an invitation to the plan is registered and subject to the approval of the depart ment of highways new machine after considerable discus sion council agreed to the pur chase this fall providing there were sufficient funds left in the road budget of a steam machine for thawing out cul verts prices on the machines were for coal 1510 and for oil 1200 chief proponents for the purchase were coun cillor james and engineer howard who complained that something should be done to prevent ratepayers cellars from being flooded in the yongo st area beamish coni struction co had rented a ma chine to the township at 07 an hour for a few days recent ly deputyreeve clark question ed the wisdom of the expend iture for a machine used such a brief lime each year as a- gainst renting but finally a- greed to the purchase in the fall if money was available the public school board of the richvale school mark ham towitship may have made a serious financial blunder it was revealed at the regular meeting of markham town ship council on monday even ing a communication from the ontario municipal board draws attention to the fact that a 25030 capital expend hire for new rooms was made in 1953 on this school without the sanction of the board markham township appears quite innocent of the matter since no request for this ex penditure ever came before council reeve lemasurier stated that he was aware that new building was taking place at the school and from conver sation with the contractor be lieves that the expenditure was closer to 10000 what id like to know is where did the money come from said reeve lemasurier if they paid this big expend iture out of current revenues their budget for this year will have to be altered and they will have to debenture this debt providing this council is willing continued the reeve it was said that the 1953 maintenance levy was quite large but only about a quart er of the amount had been used for this purpose and the balance expended for the new rooms 1 believe the plumbing in the school was condemned bv the health unit and they have had lo rush into this expendi ture suggested councillor lennie council agreed that the mat ter was serious since if mark ham refused to sanction the expenditure the richvale board would have to go to the people with a vote all agreed that clerk hoov er should request the chair man of the richvale board to appear before council to ex plain the expenditure and give a detailed statement of what was done with the 1953 levy for march 24th a sunrise easter service is being planned again this year for the stouffville this week soptuaix meeting an organization meeting of the stouffville shamrock soft ball club will be held in the municipal hall on monday nite at 9 pm all members of the executive and players are re quested to attend at a special meeting called on monday night pickering twp council decided to hold over any decision with regard to the opening up of new sub divisions in the municipality the planning board had re quested direction from coun cil concerning such matters one of the largest requests was for the erection of 31 new homes on the property owned by john white of brougham each proposed new home would cost not less than 10- 000 other requests came from kinsale green river ajax cherrywood and cone 2 in 1952 council and plan ning board decided that no subdivisions be approved un til the proper level of industry was induced into the municip ality to cover education costs or sufficient govt grants be obtained in 1953 the planning board decided to- allow exist ing communities to expand north of halfway between the 2nd and 3rd concessions dep reeve dr kenneth ro berts and councillor hugh mi chel were strongly opposed to subdivision expansion until the proper facilities such as water schools etc could be obtained councillor wm lawson sta ted that he was not agreeable to the complete banning of all subdivision development we must be reasonable exclaimed councillor lawson each case should be looked into individually reeve todd felt that small villages such as kinsale greenwood and brougham should be allowed to develop dep reeve roberts pointed out that the cost of school building was nothing short of appalling every new subdivision makes it tougher for the farm er said dr roberts soon he will be forced to move out of such communities councillor lawson main tained that it was possible for the planning board and coun cil to arrive at a compromise concerning subdivision devel opment give an inch and youll give a mile exclaimed dep reeve roberts the planning board should not show favor itism and okav one subdivision and refuse another the planning board is an impartial and nonpolitical bo dy countered councillor law- son i have no fear of favori tism clerk lloyd johnson point ed out that the majority of schools throughout the mun icipality were crowded with the exception of the 7th con cession and claremont mr johnson stated however that if the homes were constructed to a certain size the develop ment should be able to carry itself whitby march 5 county judge john pri t chard today reserved judgment after hear ing six days of evidence into alleged irregularities in last decembers pickering town ship election j d brower counsel for gerald allman relator in the enquiry stated his client is not relying on any particular breach but rather on the whole pattern there is he said no definite proof of dishonesty but the relator is accusing the chief returning officer of gross carelessness and inefficiency the neglect of the chief returning officer commenced with the preparation of the list and culminated with the burning of the com plete contents of the ballot boxes one clay early many of the deputy return ing officers and poll clerks were equally incompetent mr brower claimed he said this could be explained by the fact that the chief returning officer did not instruct them in their duties counsel referred to the fact that gordon mclean county assessor had said the assess ment rolls of pickering town ship had omissions of transfer which could be counted not in the hundreds but in the thou sands col stephen stephenson intervenor in the case told his honor that the bylaw authorizing the holding of the election had been passed one day late but he was accepting it as valid due to the fact that the day previous to the pass age of the bylaw was a sun day he admitted there was no evidence of improper instruc tion to voters and also that there was no evidence of in correct entries in the poll books has anything been done which would possibly affect the results of this election this was one of the questions posed by aws greer of oah- awa representing geo todd during the forenoon john k brower who had represented the case for allman argued his case charging the chief re turning officer with gross carelessness and inefficiency he was followed by col steph enson who first of all admitt ed some of the
