township council last sat urday averted the threatened resignation of its township engineer mr j howard char ging road superintendent a buchanan with a definite lack of cooperation and goodwill mr howard contended there was no point in his carrying trucker flags train as truck flounders on track mr john dike operator of reesors marmill huge tractor trailer transport recently av erted a very serious accident when he flagged down an ap proaching freight train that was bearing down on his ma rooned truck ten miles south of owen sound near chats- worth the transport was partly loaded with meet friday to consider ballantrae school addition a meeting has been called for this friday evening of the ratepayers in the ballantrae school section to discuss a possible addition to that build ing to handle the everincreas ing attendance clerk john crawford of whitchurch township advised council on saturday after noon of the meeting at the present time there are approx imately 140 pupils attending this school which was erected as a tworoom structure only a few years back one class is being conducted in the base ment and three teachers arc o the stair however the school faces an even more ov ercrowded condition in the fu ture since onlv about fifteen pupils will le leaving the school and an additional sixty- ore expected to be added it us believed that a tworoom ad dition- will he with a less a spirit of harmony exist ed between these two import ant officials after a tense session which lasted several hours the mem bers adopted the only positive avenue of action left open to them by a unanimous decis ion they took the first official steps to have mi- howard ap pointed both township engin eer and road superintendent while mr buchanan will re vert back to the position of road foreman at no decrease in salary under such an ar rangement it is expected the question as to whom is the fin al authority in the road de partment should be answered this apparent long standing division of authority in the road department flared into the open saturday when the road committee deputy- reeve w clark and council lor k james presented five important resolutions for councils ratification the resolutions which are in dicative of the committees at tempts to increase the operat ing efficiency of the road de partment were well received by the council road superin tendent buchanan who had attended the committee meet ing and approved the propos ed changes reversed his field at the council meeting and he sitated to accept the third res olution which makes it obliga tory that the engineer approve all future road work with the exception of routine mainten ance work at this point mr howard cited several cases where the road department had under taken work against his rec ommendation mr howard a graduate engineer and a for mer member of scarboros en gineering department felt that if mr buchanan was unwil ling to accept the termsof the resolution there was no point in carrying on as engineer in his defence mr buchan an stated that he had approa ched the department of high ways shortly after mr how ards appointment only to learn that he did not have to take orders from the engin eer and further that all de partmental road matters would be handled through the road superintendent under the terms of the first resolution the road depart ment will engage a combina tion stock and time keeper in order to increase the operat ing efficiency of the depart ment the actual resolution reads as follows tbat whereas the growth of the township requires that additions to the staff be made from time to time in order to maintain efficient operation of township business and where- as if is necessary to keep writ- ten record of all material and labour connected with the road dept be it hereby tec ommended to council 1 that a new position being that of stock and time keeper be created in the road dept and that some of the functions of the holder of this position be as follows a to receive sign for and record in detail all in coming material b to obtain signature for and record in detail ail material used or tak en out of stock c to take periodic inventories of stock on hand d to record in de tail work done by each man each day e to answer the telephone in the garage office and pass on messages to those concerned if to always be on hand and to answer inquiries at the garage office during working hours 2 that this position be advertised in the three local papers and that the employees of the road dept be invited to make application if they so desire 3 that the er- gineer and treasurer be auth orized to instruct the person appointed to this position as to procedure 1 i hat the per sons appointed to this position le aided in carrying out his work by providing tacks for the gas pumps a stock room under lock and key in the ga- on monday jan 11th mr arthur reesor wellknown and highly respected resident of cedar grove passed away fol lowing an illness of over a year the late mr reesor was a lifelong resident of the com munity where he operated a farm purchased by his grand father mr samuel reesor as crown land his father mr colin reesor also worked the property the deceased was an ardent church worker and held the office of elder in the zion united church for many years his wife the former elizabeth burns passed away thirteen years ago he leaves to mourn his pas sing two sons austin and wal ter and three daughters ruby mabel and ida mrs bert tap scott one brother ira of or lllia also survives funeral service was held at to give some consid eration to the purchase of a new maintainer for the road department before the passing of the annual road appropria tion bylaw shortly such an expenditure might be between 20000 and 25000 of which the department subsidizes the municipality of 50 the road supt pointed out that one of the townships two present machines had seen nearly fourteen years service councillor sid legge suggest ed that council might consid er a bulldozer and this idea will also receive attention when the road committee meets to make recommenda tion to council jack preston maintainei operator appeared before council and suggested that he be paid an annual wage to as sure a more steady income he stated that the 125 hour stand by time paid operators during the winter months was not sufficient and also requested a 10c an hour increase over and above whatever rate was be ing paid the other two operat ors in lieu of his services for tending the maintainors mech anically operators are pres ently paid 1 an hour the sec ond operator also appeared be fore council and stated that he was not satisfied with his pay of 1 an hour for operat ing and a drop back to 90c for his other work he suggested 1 an hour for all his services reeve ivan mclaughlin sta ted that council would give their decision when they had an opportunity to discuss the proposed increases mr and mrs waddell of wilcox lake waited on coun cil objecting to an account of 20100 for six approach cul verts to a number of cabins on their property mr waddell stated that he believed the bill was exhorbitant and that they should have been informed of the charge before the culverts were installed chief complaint was that the culverts were not needed and that two rather than six would have been quite sufficient the property was in the process of being sold and this charge for cul verts was standing against the property and holding up the sale after a long discussion councillor legge of the road committee suggested that two of the culverts bo paid for and en additional 20 be paid the township for removal of the other four culverts the wad- dells agreed to this arrange ment whitchurch passes bylaws appointing township officers the necessary bylaws were passed by whitchurch town- hip council on saturday ap pointing the various municip al officers richard mulhol- land was named school at tendance officer and for the board of health he will act as sanitary inspector dr dw williams was reappointed medical health officer and board of health members are wh smith and de cook the community centre board council legge stated that he would not accept the post of council member on the com munity centre board and af ter considerable discussion deputy reeve timbers was prevailed upon with consider able reluctance township unless he procured the proper insurance as re quired by bylaw ray carman taxi driver visited the town ship office and produced satis factory insurance papers the iieense fee was collected from him for 1953 and 1954 councillor legge questioned the reason for collecting the 1953 license fee claiming that carman had been refused li cense because of court appear ances councillor legge stated that the taxi man had operat ed all year without a license and part of the year without insurance there was some dis cussion on the various resolu tions and instructions concern ing the case but no further ac tion was taken llen complied with the by law and got his license were only wasting our time arguing about it declared councillor mccarron the fire agreement with aurora was read and agreed to with the exception of a mi nor amendment which makes it possible with either aurora or the township to terminate the arrangement with three months notice the agreement calls for 250 retainer williamson the driver of a rentacar truck for traders plumbing heat ing toronto hit a car on the don mills road belonging to jas clarke and following the collision he cut across a field removing numerous fence posts and a mail box the truck finally came to a sudden halt when it crashed into a deep ditch north of unionville constable shearn nabbed the driver in the basement of a nearby home
