preparations for a now high school at thornhill markham twp council as requested by you and as your representative on the richmond kill district high school board i am making the following report concerning the proposed erection by the board of a new high school to serve the thornhill area in this report i shall attempt to logically develop the past and presen thinking associated with the planning for this school i feel no one can honestly disagree with the premise that additional accommodation required a quick glance at the attendance figures both pres ent and anticipated for the high school in richmond hill will confirm the fact that add ed classroom space is of prime importance the board must prepare this coming fall term to accommodate an additional 200 pupils plus any addition al immigration in the area in the present high school and in order to do so has requested the principal to introduce a staggered system of classes re quiring an additional 5 teach ers the board does not feel that it is overestimating to say that it will be called upon within five years to accommo date from 800 to 1000 more pu pils bearing in mind the fact that the figures issued by the dominion bureau of statistics show that for the short period alone from june to december 1952 194000 persons immigra ted to canada the board discussed the use of portables and possible addi tions to the present building but both of these alternatives proved unsatisfactory because of their limited capacity regarding the site for the proposed school since early last year the property com mittee has been considering various properties throughout the southern part of the school district as possible sites for the school in february the board decided on a suitable site for the erection of a 2nd high school the site consists of a rectangular shaped parcel containing approximately 13 acres being parts of lots east of the boundaryof the village of thornhill the department has recommended that the school site should contain at least 10 acres the beard has secured departmental approv al of this site and we have ta ken the necessary legal steps through the solicitjr to guar antee that the property will still be available for purchase once the debentures are issued now gentlemen a to the type of school the depart ment has stated that the board can build two different types of schools both of which would be eligible for grant purposes by a majority decis ion i cast the only dissenting vote the board approved the erection of an academic school with 27 classrooms 24 classrooms and 3 labs and a double gym to accommodate 810 pupils at an estimated cost of s72000000 of this total figure the sum of s34000000 will be eligibi for grant purposes the de partment will not pay subsidy on the 18000000 double gym the alternative to this type of school and that which 1 have advocated would toe an academic school witn practic al options the same type as we have at richmond hill such a type of school as this would contain facilities for home ec oiomics sewing library art music commercial two shops and a cafeteria plus the same number of labs and doubt gym this academic school with practical options would cost an estimated 1 02oo0000 of which sum 180000 would be eligible for grant naturally this second type of school is going to cost some what extra but let us bear ini mind that in any case we are going to spend at least 720- 00000 with the extra expend iture we will be in a position to meet the students requests for vocational training one needs only to check the available statistics to realize hie great number of children throughout the province who prefer a vocational type of ed ucation it is estimated that slightly less than one child in ten after receiving a purely academic education proceeds into university in many cases after completion of an academ ic course added expense is in curred when the parents have to turn around and send the child to business college when the present high school district was set up as an area board the municipalities of richmond hill and wood- bridge the townships of markham and vaughan by prior agreement decided to send the children residing in the westerley part of vaughan twp to weston high who desired a vocational education at least the children of the thornhill area should have the same opportunity of attending a high school of equal classifi cation to the one in richmond hill and the new schools that ere being built at markham stouffville and aurora however regardless of my own personal feelings on the subject i think the ratepay ers who are to be served by any new high school should be allowed to express a prefer ence some effort should be made to secure an expression of opinion from the ratepay ers in the southern area as to the type of school they prefer for their children ernest representations have been made to me not only by numerous individuals but ajso by several ratepayer arid home and school groups who are very anxious to know what type of school the board intends to erect unfortunate ly the board has reached its decision and the department given its final approval for the erection of an academic school without bothering to consult the ratepayers in true democratic fashion i cer tainly feel the board should have held a public meeting at which the ratepayers concer ned
