passage on thursday ev ening to a bylaw setting forth the times at which a fire may be set in the open air and the controls which must be taken to see that the fire is kept within bounds the bylaw provides that ratepayers may set out grass fires only between the hours of six in the morning and nine atnight when such fires are set the police chief must be not ified an adult must be in at tendance at the fire at all times and must have proper equipment at hand for exting uishing it a 50 penalty is provided for any breach of the bylaw tenders were opened for gar bage collection at the
