adjoining his own property according to bylaw the lot which mr stevens proposed selling would be a fifty ft lot and since he is present owner of both parcels cf land could not be built up on the building inspector ross norton also pointed out that mr stevens had a total of 13000 ft in the two properties and would not be allowed ac cording to the township bylaw to reduce such land to less than 12000 sq ft which would not allow sufficient to be sold for another building lot councillor hooper set up strenuous argument support ing mr stevens and to amend the bylaw he claimed there were dozens of similar instan ces in the township where people had deeds to the proper ties previous to the bylaws passage in 1950 and could not sell according to township law it doesnt seem right that i cant sell and the man across the street with a single lot the same sizecan build on his de clared mr stevens i know what id do de clared councillor hooper id go ahead and sell it and no body could slop me coun cil on wednesday afternoon which saw a close recorded vote on the issue of lowering markham township tax rate council passed the annual tax ing bylaw reducing the gener al rate from 00 mills to i mills after considerable heated arg uing on the amount of the 1052 surplus councillors chas hooper and art lennie brought in a resolution to re duce the general rate by two mills on a recorded vote the motion was lost councillor j clark deputyreeve lemasur ier and reeve timbers voting against the motion crux of tile decision rested on the amount of last years surplus councillors hooper and lennie maintaining that the amount was 21000 and deputyreeve lemasurer stat ing that actually the surplus only amounted to approxim ately 5500 according to the auditors statement which is being published by council for the benefit of the ratepayers there was a surplus of 21000 disposed of as follows 15000 to pay off the first debenture on the new municipal garage 2000 as a reserve for taxes and 1000 to cover accounts receivable deputyreeve le masurier maintained that had the 15000 not been placed a- sde for the paying off of the debenture the 1953 budget would have to be larger to cover this payment making the situation as broad as it was long road budget trimmed a statement from the de partment of highways reveal ed that the townships 1053 road budget set by council at 112000 had been trimmed by the department for subsidy purposes to 117000 in view of this reduction in the roads would you favor taking a half mill off the roads and putting it on the general rate asked reeve timbers im not favorable to reduc ing the road amount replied councillor hooper quote the auditors state ment and it says that reven ues exceeded expenditures by 550110 declared deputy- reeve lemasurier 1 am quoting the auditor it turned councillor lennie and it says that after paving off a debenture of 15000 anrl creating funds of several thousand dollars there re mains a surplus of 550140 councillor clark pointed out that the statement revealed 00000 unpaid taxes at the end of the fiscal year when questioned by coun cillor lennie reeve timbers concurred that the auditor had made a verbal statement to council that there was a 24000 surplus i suggest you publish the statement said deputyreeve lemasurier this suggestion wts later dealt with and agreed upon there was some confusion over the statement before council on wednesday coun cillor hooper claiming it was not the same statement that the auditor had presented a few days previous this 15is983 is shown un der 1952 expenditures and should be under 1953 expenses contended councillor lennie councillor hooper contend ed that the report had not been accepted but a resolution was produced in the minutes confirming the acceptance of the report councillor clark stated that a two mill reduction would not allow for much of a sur plus since it was possible the continued on page7 mrs ed lloyd highway 47 just north of
