finances in the annual budget presented to an attentive houe and an expectant country thursday night tax reductions and adjustments were welcomed but major satis faction of canadians should be in the very fine state of our general financial position it is a matter of real satisfaction to all canadians that out economic conditions con tinue in such a healthy state in this rather unsettled world the reduction in our national debt is the kind of good sound fin ancing which makes for success stability and progress in any private business just as it is good business to pay off something of the mortgage in our private affairs during days of prosperity so it is good business to do the same thing in our national business as a result of steady debt reductions over the past few years taxpayers of canada are saving many millions of dollars in interest charges expenditures still are high ami taxation i- heavy but we must keep in mind that one half of our national revenue goe- for defence preparation an insurance prem ium wnich we hope will maintain peace and avoid the horrors and destruction of another world war a real effort has beer made to keep nondefence spending at a minimum with the result that many desirable projects have had to be laid over to a future date when we hope our defence require ments will be lessened saskatchewan river dam the proposal to construct a dam on the south saskatchewan river to provide irrigation for a large area of faun land in sas katchewan was first made before confederation and has been a pro ject under consideration at vari ous times ever since in 1951 your federal government appointed a commission to inquire whether the economic and social benefits would be commen surate with the cost and whether the project represents the most profitable and desirable use which can be made of the physical resources involved the purpose of the south sas katchewan river project is to irrigate an estimated lvacoo acres of land in central saskatchewan by constructing a dam 205 feet in height acros the river associ ated with the plans for irrigation u proposed to develop 131000 horse power estimated t of the pro ject is the neighborhood of 230 million and after exhaustive and expe t turfy the commission issued a lengthy report which is i 123 page printed volume the lengthy commission report did not give a green light to the project rather it questioned several phases of the undertaking and tie prime minister announced this week the government is not prep red to start this vast power and irrigation project without further investigation ail opposition parties united in a demand for 11 immediate start despite the commissions recom mendation however while the government favor- constructive works such as the proposed pro
