health costs pose problem for markham 20th year for temperance trophies this is the twentieth year far the present trophy system for the winners in the oratorical contest on temperance topics in the north york unit of the ontario temperance federation as 1933 is the first date on the dr boyd cup awarded that year to harold drap er of jit albert because there was then a wide variation in the ages of the speakers arrange ment were made the next year for cups for junior and inter mediate classes as well as senior class the participants are now divid ed into three age groups juniors from 6 to 12 county health unit posed a problem for markham township council on monday evening a motion by councillor lennie nd deputy- reeve lemasurier that markh3n agree to the increased budget for 1951 was before the reeve when it was agreed that it should be tabled until the heads of other municipalities concerned had been contacted and the ontario health dept questioned on their further share the question arose when deputyreeve lemasurier who is the markham councils represent ative on the health unit board preonted his report of the boards latest meeting mr lemasurier explained to council that the oard found that under the pres ent agreement of a one mill levy- on the equalized assessment of each of the eleven municipalities in the unit there would be a deficit of i000 in this years bud get mr lemasurier told council that it was the boards suggestion thrt councils continue to levy the one mill and in addition pay the amount of 25c per head of popula tion the increase was said to amount to about 2000 in mark ham township deputyreeve lemasurier said that the unit might be forced to fold or at best to curtail services if the municipalities did not come through with the additional funds however he said that he was only carrying the information from the board to the council and would take to the next meeting what ever decision council deemed ad visable councillor hooper strenuously opposed the 25c per capita system and he sad that markham with their heavy influx of population would only be subsidizing the northern municipalities i believe our representative should fight any attempt to change from the assessment sys tem councillor hooper said counciiior clark referred coun cil to the time at which the health tnit was commenced and said it was his understanding that at that time the ontario health dept agreed to carry any deficit over the one mill levy well why doesnt the govern ment get out and get some more money from the government then questioned councillor i proposed a motion which stated that mark ham wished the health unit agreement amended to allow more than one mill to be levied on the equalized assessment and this resolution carried councillor in novem ber when the cold weather began to set in the different cattle own ers loaded their heifers into trucks to take them home one two-year- old holstein belonging to mr bill tapscott decided however to extend her holiday and resisted all attempts to be captured after hours of fruitless running and chasing her owner decided to let the wild animal have her freedom until a later date last week after receiving num erous reports from farm residents that a wild cow had been seen in their district mr tapscott along with about twenty men armed with rifles horses and lassijs started out on the crosscountry roundup by this time all ideas of domestication had vacated the heifer and when first sighted west of the don mills road she sped away into the distance with the speed of a deer the animal jump ed six foot fences with compara tive ease raced through the estates of e p taylor and mac- lean hunter and crossed yonge street at hogs hollow the horses winded by the five mile jaunt were of little use in round ing up the fleetfooted heifer so the men decided to lay snares in her path and then chase her into the traps this plan however proved unsuccessful as the animal outwitted every attempt at cap ture whenever a horse or human being stood in her way of escape she lowered her head and raced headlong at her adversary the posse then sought the per mission of the north york police
