the first con crete step to actively assist muni cipalities in assessment by creat ing an assessment branch to aid arid advise municipalities and assessors in their assessment prol- lems in 1950 mr dunbar went further by issuing a manual of assessment values to be used as a guide by assessors in determin ing values for assessment pur poses the adoption of this man ual was not made compulsory but eal or ac- ou local tax bills these governments are known as county councils or territorial district organizations in southern ontario there are 3s administra- j tive county councils and they j govern certain municipal services i their administration for some purposes includes 97 towns 150 villages and 12 townships and one improvement district i in northern ontario we have 11 territorial districts which for some purposes levy charges rated on assessment the charges for the municipal services dispensed appear in the tax bills of the local ratepayers in these territorial dis tricts and they comprise 5 cities 46 towns 10 villages 114 townships and 16 improvement districts an explanation of why we as ratepayers should be vitally in terested in the assessment of other municipalities besides problem in markham planning at its weekly meeting monday evening markham township coun cil decided to make further chan ges in two of its new bylaws the first of these is the land use bylaw sponsored by the thornlea rale- payers and drawn up by their solicitor d g plaxton this bylaw whs discussed at the two previous meetings of council the second one is the amending bylaw to per mit the intend to put up councillors lennie and lema surier then moved passing of the bylaw with the recommendations of the planning board included councillor charles hooper objec ted to this procedure as he felt council should inspect the area first before passing the bylaw we already passed the bylaw at a previous meeting subject to the approval of the planning board and we cant go back on it now said lemasurier councillor hoop er refused to vote on the bylaw until council had inspected the area deputy reeve james felt the section covering- loading platforms should be liberalized councillor iemasurier contended council had asked the ratepayers to draw up a land use bylaw which they did and that when submitted to the council the members approved it subject to the recommendations of the planning board the planning board didnt object to the bylaw stated lemasurier in other words replied mr hooper we have to do just what the planning board says when actually it is only a recommending body lets stand on our own feet he contin ued this bylaw is locking the door to industry said hooper lennie disagreed with hooper as he felt the bylaw will make the area more exclusive we will get a better type of industry this way said lennie councillors lennie and hooper then moved and seconded a resolution calling for the reeve deputyreeve clerk and the town ship solicitor to redraft the bylaw to conform with the recommenda tions of the planning board coun cillor lemasurier voted against this resolution the amending bylaw to permit construction of businesses in lots 31 to 35 will also be redrafted councillor lemasuriers attempt to have the bylaw sent to the planning board failed a threeman delegation composed of messrs k bush b banks and e johnston from milliken atten ded the meeting p object strenu ously to the carwrecking business of w a timbers at milliken clerk hoover read a letter from solicitor d lucas outlining the powers of the township in uie regulation of such businesses seeking clarification of the solici tors report members passed a res olution requesting that he advlse them as to what legal action the townsnip may take the other day a government official spoke in
