as has been very wisely said nothing is surer than death and taxes taxes are a very necessary evil and your township like all other similar governmental bodies neither manufactures nor grows anything for resale conse quently the only way they can meet their expenditures is from the monies collected from taxes of one kind and another you and i know all too well that ever increasing demands are being made on your council for more and more services of various kinds all of which in their own way have a great deal of merit and cost money but regardless of efficient administration taxes have an unfortunate habit of going up rather than of going down it is with this thought in mind that i am showing you herewitn the actual distribution of your tax dollar over the township as a whole cent education schools all purposes 4s5 county all purposes 22 township roads 15s welfare and hospitalization 23 general police fire health and administration 10g total lo0 the above distribution of your tax dollar varies in accordance with different school sections this is because of variance in deben tures and requisitions where the individual school section requires a higher percentage of your tax dollar for education quite obvious ly there are lower percentages available for road maintenance etc to illustrate this point here is the distribution of your tax dollar in school section three west cents education schools all purposes 635 county all purposes 162 township roads 112 welfare and hospitalization 16 general police fire health and administration 7o total 100 education costs in the township as a whole are slightly better than fortyeight per cent of your tax dollar whereas in school section three west this item jumps to slightly better than sixty three per cent however and whether we have children of school age or not it is a definite obligation on any township to provide the best possible facilities for education this means the best buildings and equipment available as well as the best teachers in this connec tion it is therefore apparent that a very great deal of responsibility devolves upon the various school boards and trustees the slightly better than twenty two per cent of your tax dollar which goes to the county i shall explain in a subsequent report which shall be devoted entirely to county council matters as far as these effect pickering township the road allotment of your tax dollar is little enough but i be lieve value is being received for every dollar spent but sooner or later a great proportion of the tax dollar will have to be spent on roads to take care of the ever increasing motor traffic of not only township residents but also of the various heavy delivery trucks which constantly use the roads welfare and hospitalization are matters which perhaps a great many tax payers dont often think about but both of these items are obligations which must be met where this type of service is required by residents of the town ship who are otherwise unable to meet these expenses themselves i might just mention however that all cases in either of these cata- gories are very carefully investi gated by your relief officer who in turn reports to the council be fore the township assumes the financial responsibility the seven and onehalf per cent under general groups a number of miscellaneous items all of which are nevertheless very important it is necessary to properly police the township to provide the maximum fire protec tion possible and to look after the general health of the township as a whole and i believe we have very efficient and sound adminis tration of the permanent staff at the municipal office greenwood mr wm pengelly is seriously ill at time of writing we hope for some improvement soon wm clark jr had the misfor tune to
