the pictou advo cate aboard usat general j h mc- rae this united states army transport one of id ships charter ed by the international refugee organization is bound for bremer- haven germany to take on another thousand or more displaced per sons to be resettled in the united stales listening to 1ko officials and others 1 have learned more about the migration miracle one interesting source of infor mation is j a swettenham of the british foreign office attached to the maintenance branch land commissioners office hanover this former major of the royal engineers spent four years with the control commission for germany he is returning to his post after having arranged for publication in new york of a book entitled the case for dps mr swettenham described the problem of assisting about 1000- 000 displaced persons who refused to go back behind the iron curtain what was to be done with these people they could not be re turned forcibly against their will and it was soon realized that the only solution to the problem lay in resettlement that is migration to other countries where in the fulness of time they could become naturalized citizens of such coun tries as the united states canada great britain australia western european countries and in the case of the jews israel these coun tries did not wake up to the fact all at once and in the meantime the dps still had to be supported to carry out this task the dis placed persons division of the control commission had taken over from the army in the british zones of germany and austria in 1916 and in july 1917 the prepara tory commission of the interna tional refugee organization pci- ro succeeded unrra the pciro was in turn succeeded by iro after 15 member nations and a firm subscription of 75 per cent of the operational budget had been found it was not until august 1918 that these requirements had been fulfilled and iro was firmly established with its headquarters in geneva and branch offices in germany venezuela new zealand and norway all played their part but it was to the large open spaces of the world towards which every eye was turned canada and australia did not fail their selection missions
