boards but there has never been any secret about it we have been completely in the open what we are aiming at is set forth in the dept of edu cation circular called the town ship school area in ontario you as secretary of a ss should have one we suggest you read it very briefly it recommends that a group of schools be administered by one board of five members rather than by individual local boards with most of what you say we wholeheartedly agree but we are puzzled to know what it has to do with the subject under discussion no one is suggesting than we spoonfeed or pamper our children or deprive them of the benefits learning to struggle xo one is suggesting general bus service for rural schools why would they no one is suggesting that we close csiimisvi jw to attend a tumbledown poorly equipped one and do not think there are not any like that near here whatever the reason whe ther the section cannot afford bet ter or whether they lack interest it is the child who suffers it is inconceivable that a township area board would not do something to improve such a situation 2 there is a fairer division of school costs as it is one section enjoying the benefits of a high assessment and consequent low tax rate is able to make improve ments to the school while another has to struggle to meet current expenses the purpose of the government grant is to iron out these differences so that no school section need feel that it is to their financial disadvantage to join an area while speaking of finances the grants lost by the township of tin nivr rinniwihljiiniwf called to discuss the matter have over and over again explained that they are not the same thing an area board is simply a different method of ad ministration consolidated schools mean abandooning our oneroom schools and building one large school in the township to which the children would he taken by bus we have yet to hear of a sin gle person who wants a consoli dated school here but there are an increasing number of people who think that a township area board is the only sensible way of solving our many problems it is quite true that the govern ment grants are paid with our own money it is also true that about 70 of the schools in ontario arej now drawing the special grant for belonging in an area that is also paid with our money some of it comes out of your pockets and your school is not getting any bene fit from it tiie local board for each school served the purpose very well in pioneer days when five miles was a long distance and each ss was a more or less isolated community however times have changed you can now drive across the breadth of the township in 20 minutes we are all neighbours just as countries of the world find it now impossible to isolate themselves so the pro blems of each ss become the pro blems of adjoining ones whether they like it or not in a separate item we are listing some of our reasons for urging a township area board in whit church ss xo 2 more pupils or suppose there are sev eral schools each bursting at the seams too many pupils for one room and not enough for two must each of these schools build an extra room and hire a second teacher an area board would be able to plan something more satisfactory and less costly with the present trend of people to move out within commuting distance of the city these problems are certain to the indigent hospit alization rates recently anounced by the provincial government will result in a substantial increase in revenue to oshawa general hos pital from the county of ontario at the last meeting of ontario thei county council the whole question of upward revision of indigent rates was thoroughly discussed but no action taken in the belief that the provincial government should set standard rates throughout the pro vince this has now been done though the new rates are not con sidered by many to be high enough huge cost of indigent hospitaliza tion would be borne by the provin ce in view of the growing weight of municipal taxation it is rapidly becoming necessary to decide what formerly the county paid izw is pr a municipal expense per day for maintenance of each chargeable to the largest inland tankers ever built are being constructed in canadian yards theres a big job still to be done before the full benefits of the new oil discoveries reach all canadians but the job is
