assessment system works well by farmer tissington in the globe and mail ontarios new municipal assess- i ment system is having its troubles the majority of new ideas which are conceived in all sincerity and are designed for the ultimate good of the township village town and county the attempt to equalize all assessments on a county wide j basis to make taxpayers in one end of the county pay their fair share in relations to the taxpayers in the other end has run into more j than its share of criticism those who are close to municipal i affairs particularly in the smaller centres of population are almost unanimously agreed that no feat ure of municipal business affairs i have been so sadly neglected through the years as the assess ment system while municipal councils have paid attention to their clerks treasurers health officers building inspectors and their other j officials no one thought very much about the poor assessor they simply handed him last years i assessment roll and told him to go lout and bring in an assessment j roll for the current year j in too many cases the assessor jhas been a part time poorly paid j official who lacked the experience j training and the time to do the job properly in many cases he accept ed the figures on last years roll and let things ride as they were the result has been something approaching chaos in an attempt to correct the obvious faults a uni form system of assessing land buildings and business was laid down and strong pressure brought to bear on all municipalities to accept the new system as quickly possible the system was instituted on a county basis and the county councils started off by appointing county assessors to direct and supervise the job municipal councils were not loath to operate under the new system as many believed that a new assessment on a basis nearer to true land values would produce additional revenue and as every councillor knows additional rev enue is something that they can use to good advantage in this day and age of demand for more and better services some of the counties have been struggling along with the new system for the past couple of years and they are gradually beginning to see some light but there have been a lot of tough problems to face and there will be a lot more headaches in the future in the north end of ontario county in mara and rama town ships to be exact the new system hit the farmers like a bolt from the blue this year as township asses sors working under the instruc tions handed to them jacked up assessments in wholesale fashion in case after case land owners found that next year they would be taxed on assessments nearly twice as high as they had enjoyed in the past loud protests arose emergency meetings were held and were attended by county assessor ralph wilson of whitby in rama town ship the court of revision sat from 10 oclock in the morning till after midnight to consider over 125 appeals where normally only half a dozen would be filed a few of the appeals were allowed but the majority of the assessments were upheld and the total assessment of the township is 282 per cent of what it was the year before in mara township the court of revision sat for three days to hear around 300 appeals even this was not a record for ontario county as in brock township there were 320 appeals filed against the new assessments any ratepayer who is not satisfied with the decision of the court of revision has the right to appeal to the county judge and a number are taking advantage of this right in simcoe county assessor eric simpson of barrio has not been faced with quite the same difficul ties and 15 of the 31 municipalities in the county have completed their work under the new system mr simpson is critical however of the present courts of revision which in practically every case are composed of the members of the municipal council this year he himself has found it necessary to appeal a decision handed down by the court of revision in one town and while some courts have been doing good work he describes others as nothing but horse traders his solution which would no doubt prove more efficient although probably more costly is to have the county set up a county court of revision of five appointed men who would visit each municipality in turn and pass judgment on appeals of interest to all the churches the rev
