the legislative mill is working at the annual grist fourteen bills intro duced in the first week wpilch must constitute something of a record most of the first batch are of minor importance however the choosing of a speaker is the first order of business before a new- legislature the lieut governor withdraws until the speaker is chosen and then returns preceded by the sargent atarms carrying the mace the lieut governor then reads the kings speech mr drews and the first ten days or so of the session is taken up with ithe address in re ply which is what the mjpps have to say about the legislative program as laid out in the kings speech and with the first reading of bills the opening was very quiet with the dress informal but every seat in the galleries and on the floor for visitors was filled a couple of si pps were not able to be in for the opening hepburn for one he had cold it is always interesting to see a new legislature or parliament the people in the galleries are usual ly people who worked hard to elect one or other of the mpps and this gives them a very lively interest in this the first sitting each member had only three tick ets for the opening and three doesnt go far toward meeting the de sire for tickets but the space avail able for visitors prohibits more most members gave two to their con stituency organization and kept one for their wife i not having a wife asked my youngest sister mrs hugh bailey of dundalk the lieut governor and mrs mat thews held a reception and the differ ent parties one way or another en- tertainedtheir guests the ccf had tea and visited jn the opposition room by the time all this was over it was six oclock and time to go home for dinner and strange as it seems i was hungry at the lieut governors the crowd was so great that i- didnt manage to get through to the tables and in our own rooms i was at the coffee end of the serv ing table and tea is my dish in the afternoon two members of the governing party always move and second the reply to the kings speech hobbs taylor the member for huron moved the motion in a very well delivered speech for a new member it was exceptionally well done although the subject matter was for the most part traditional and un exciting would you agree with this statement of his throughout the years it has been abundantly clear that by tho very nature of our free enterprise -system- there has been drought to us the necessities and the comforts required for life the speech of the seconder j l mcdonald of stormont was very thoughtful and was delivered in a low tone which unfortunately could not be heard in the galleries but it was a clearheaded modern speech and pleased the official opposition greatly indeed they carried the speaker with applause while his own party- was almost silent in discussing postwar economics mr mcdonald said one thing strik es me very forcibly and that is why we should have prosperity in war time and not in times of peace the situation seems to be that in times of peace we produce too much and we have a surplus but the- surplus is only artificial when we look into the situation it is not really a sur plus but rather underconsumption in a legislature where the govern ment has a very slight majority in deed tho most important statement so far was the one made by e b jolliffe the leader of tho official op position when he said i am author ized to state on behalf of the ccf opposition members that if on any division in this house at this session the government falls to receive a majority the result will not as far as we are concerned constitute a vote of no confidence in the adminis tration unless it is stated on our be half prior to such division that so far as we aro concerned the ques tion is one of confidence or no con fidence mr jolliffe then asked the premier when he spoke to mako it clear to the house undor what circumstances he would interpret a question as one of confidence or no confidence but when mr drew spoke he didnt make clear to me his position on the confi dence business i may be dumb or the premier may not have intended to make it clear but since tho state ment is a page long i havent room for it however mr drew concludes his speech on tuesday and may then revert to the subject the official opposition leader charged tho government with think ing that a little tinkering would be all that is required to keep society in good order after tho war a few admirable reforms here and there the removal of some obvious injus tices the establishment of more hos pitals and more beds for the care of theslck and the wounded improve ments in administration with dash of more social insurancethrovn in- in a small way they do help to soften thoblowwhentho blow falls that is the theory and there are some wishful thinkers who imagine that legislation of thatkindls going to solve the huge and complex pro- blomsof ourtlmo if ever there was a plpedreamthls 5s w wo look forward to the addresses by the
