particular inter est to the council and water users of stouffville it clearly indicates now that water rate arrears are chargeable against lands in perpe tuity county judge t m costello of goderich has ruled in a decision just handed down in which henry pierce jeweller was applicant and the public utilities commission goderich respondent the case was brought before court in the form of a motion on may 1 pierce purchased an old and unoccupied house from the mrs p j carey estate and on which 22 os water arrears were owing dating back 10 years he made appli cation to have the water turned on but the puc refused to do so un til the arrears were paid the applicant was not burdened with court costs however the judge ruling that in the interest of good civic management means should be found immediately to give the applicant the service held by the puc and the water was turned on inasmuch as the water rates by law is due for an overhaul this in formation concerning the right to charge
