earlier election date not well liked as predicted in this paper for the last three issues there is an acclamation all round in whitchurch township for municipal honors for 1939 reeve c e toole deputy reeve jess cook and council lors george leary herman kidd and herbert wells were all returned for the second year in succession as is so often the case when councils have been gratifying the wishes of the ratepayers with lower taxes the attendance at the nomina tion meeting at vandorf on friday afternoon was smaller than usual about one hundred being on hand not a single name was placed in nomination outside the old council each of whom were given an attentive hearing clerk john crawford presided over the public meeting follow ing the nominations reeve toole who will be a serious contender on the second ballot for county commissioner for 1939 spoke chiefly on coun ty matters this is a large county said mr toole not so large as some in area but in population it is very big we have the fourth largest legis lative body in ontario with 865 square miles of land running from lake ontario to lake simcoe comprising in it twelve municipalities distinctly urban in all there are 26 municipali ties of 12 townships 6 towns and 8 villages we have 239 miles of roads under the toronto york road commission in which county government and city contribute toward the cost and 55 miles of just county roads maintained by the county and province jointly mr toole said that the county police commission had asked that a full time constable be employed in whitchurch but after explaining to the county the townships position they agreed we were better off with part time men i think that in future all in quests arising in the municipal ity should be head right in the township hall and not taken elsewhere was an observation the reeve brought out in reference to bank interest rates mr toole stated that in company with the treasurer he had visited the bank of com merce in an effort to reduce the 5 per cent rate but were shown that this rate prevailed in sim ilar municipalities although larger places to the south ob tained money at three or three and a half notwithstanding a closer check on borrowings re sulted in a reduction or saving of over 200 this past year george leary drew the at tention of the meeting to a few salient points in the financial statement road expenditures were down over 500 printing 200 board of health 52 and relief more than 900 charity is lower by 200 only in one or two minor instances was there any advance at all he said rank overdraft would be ni said councillor kidd if ther were no tax arrears as it stands the tax payer in arrears pays all the bank interest in penalties despite this fact mr kidd stood for lower interest rates lie recalled that once the township paid 5 12 pc and the depositor got 3 per cent for his money the banks had dropped a half of one per cent but cut the depositor to one and a half per cent we should have low er interest rates in view of this concluded mr kidd he would emphasize the big drop in relief costs and while taxes are on the down grade they are still plenty high he said especially when we keep in mind that we pay gasoline tax to keep up the roads mr wells made reference to the policy of putting more crushed stone on the roads be cause he said it was cheaper in the long run and teams were more expensive than trucks when it came to haulage too he estimated reeve toole introduced the matter of holding the election on the first week in december in stead of january 1 he was open minded on the question and would like to hear an opinion from the ratepayers which when taken by a show of hands was found to be not favorable in favor of an early election there was noted the avoidance of the christmas season and possible bad roads of winter that the financial statement might not be so satisfactory on the early date was a point in favor of a january contest councillor kidd favored a feel ing of ratepayers be taken by ballot at some future election the only cross fire of the meeting which was as harmoni ous as a church gathering came when the question of the wilcox lake road arose councillor leary didt favor county taking over the lake road from yonge street to the 4th until total cost of widening to be born by the township was ascertained reeve toole declared nothing would be done unless the committee of council deemed it in the best interests of the whole township he said he was not satisfied with the first survey for the cutoff from the lake but hoped to have it improved l p evans reported that new offers for land for the cutoff were away down from the orig inal ones the assessment was more than double at the lake as compared to gormley where an alternative road is proposed on the townline a ratepayer in the audience demanded to know who would keep up the old road running into wilcox lake in lieu of which a new road be built mr evans said it was a township road now and would remain so and it will cost you all the money it is costing now shot back the irate farmer who declared the new road was for tourists councillor leary resented a remark from mr evans who said that all the windows in mr leary s house looked out over markham township instead of being in the north looking into whitchurch without opposition of any kind reeve toole and deputy reeve jess cook were returned for the second year in succes sion to their respective office in the township of whitchurch mr toole it is freely stated in county affairs will be one of the next county close every wednesday afternoon through out the year many of the mer chants who signed a petition for compulsory closing decided it was all a mistake and now there will be no afternoon holi day during ambrose stover jake mc- mullen and rev c e macleod were returned by acclamation to the school board a body which spent 18000 last year without the ratepayers so much as bat ting an eye at them on nomin ation day l e oneill was returned to the cemetery commission mon days nomination was styled one of the tamest in years halfholiday resumed beginning with the new year business places in stouff ville adhering to the policy of a wednesday halfholiday will resume the custom next week which is to continue until next christmas monday next being observed as new years will also be a holiday making three lucky draws for valuable prizes good band music and a fine time for all admission 20 and 15c scramble for council reeve albert james withdrew from the contest in uxbridge township on monday and gave robert ashenhurst of last years council an acclamation for the reeveship councillor edgar taylor farmer in the glen major district also received an acclamation for deputy there a real scramble for the council with seven in the field three to be elected those running are john rae howard harper and fred middleton all of goodwood fred pilkey altona walter beach siloam and owen davies and isaac er when amos smith found that his car was baulky at the time he wished to leave the stouff ville christmas market for home he secured the services of his neighbors truck which happened along at the right moment or it was the wrong moment as it later seemed to prove the smith car was fast ened to the hammot truck by means of a tow rope and away they flew west to ringwood and north up the 8th through ballantrae heading straight for franklin folks at ballantrae declared it was like the ride of john gilpin through town the way those two cars flew the smith car could not be seen from the drivers seat in the truck which carries a sort of van body nevertheless the car was hauled along at what was said to be a lively clip until they reached the reforestation pro perty near vivian then at the top of mcclennys hill some thing happened for the smith car snapped the tow rope and headed straight for a tree with terrific impact mr smith was rendered unconscious and re mained there for some missing and he hurried back over the route evidently expecting to pick up something that had been dropped his anticipation was correct for he discovered the wreck and the un conscious man hying prostrate in the car it is said that one or two cars had gone by but see ing no one about did not stop mr smith was rushed to tor onto hospital but is able to be home again and is recovering nicely it is reported he is a brother to arthur and everton smith at bloomington and is quite well known in the district the township of maikham has a population of 6050 accord ing to the assessors figures for 1938 it was revealed by the medical officer of health dr c r mackay in his annual re port placed before the council last week indeed there is a slight upward trend back to the farm but its the stork thats doing it live births during the year totalled 70 against a death rate of 41 three people died from cancer during the year which recalls the fact that seven died in the year in the south end of whitchurch town ship all from this same cause measles led the communicable disease with 25 cases while chic ken pox ran second with 25 cases three people died from poliomyelitis there were three cases of infantile paralysis from which one child died dr mackay complimented the school trustees in the 22 sections upon the cleanliness and general fair sanitary conditions about the buildings there are 810 children attending public schools in the township and not one outbreak in the way of epidemic the medical officer of health derives a salary of 500 for his services week of prayer the churches of stouffville are again uniting to observe the week of prayer from january 2 to january 6 as in the previ ous years the churches will be visited in alphabetical order and the local ministers will be the of the quietest nomina tion meetings to take place in markham township for many years was held in the township hall unionville on monday the hall was only partially filled which was taken to indicate that the ratepayers with the lowest tax rate in eighteen years were not interested in an elec tion being apparently heartily in accord with the work that has been done by the council of 1938 the council of markham township are all thoroughly experienced men and in receiv ing an acclamation on monday reeve rennie goes back for his third term as reeve and for his seventh term as a member of the council deputy reeve charles hooper will serve his third term as deputy and sixth term on the council the three members of coun cil are albert reesor harry barber and w l clark the meeting which lasted little better than an hour was addressed by reeve rennie who said that taxes had been reduc ed due to a lowering of the equilized assessment he also pointed to better returns from tax arrears which he considers as a barometer of the standing of any municipality the build ing bylaw and its valuable asset to the township was also touched on by reeve rennie deputy charles hooper fur ther expounded on mr rennies remarks and stated that the present taxes of the township were the lowest in eighteen yeai relief also showed a de crease he stated while sheep claims were about the smallest on record the councillors barber clark and reesor commented favorably on the roadwork of the township for the past year while mr barber spoke of the benefit received by the municip ality from the pheasant shoot messrs albert clark william noble and w f kincaid were also nominated for council but all stated that they would not be the means of bringing an election on the township and voiced
