v nolan jp editor and publisher sees crolls exit a g th the financial post views the withdrawal of hon david croll from premier hepburns cabinet as a good thing it says another favorable factor in the outlook for adjustment of munici pal defaults in ontario is the retire ment of the hon david croll from the position of minister of welfar2 and municipal affairs in the on tario cabinet it is one of those curious coinci dences which happen now and again that mr croll because of disagreement over the govern ments policy on the oshawa strike resigned his portfolio on the same day as settlement was reached on the windsor refinancing dispute to a very large extent mr croll has been responsible for the dead lock which has existed between bondholders and the city not only is he credited with having been re sponsible for the adverse decision o the ontario municipal board in december last but he has in fact been regarded as the main obstacle in the way of adjustment of a num ber of municipal defaults the de partment of municipal affairs un der his jurisdiction on numerous occasions disregarded the rights and interests of investors holding bonds of defaulted municipalities to a large extent the settlement arrived at is the same as the com promise offered the city by bond holders following rejection of the decision of the ontario municipal board at that time the city authori ties indicated that they would accept the bondholders offer but finally rejected it rejection of the compromise at that time it is stat ed was due to interference on the part of the department of municipal affairs which was headed by mr croll vino at the brierbush hospital stouffville on april 25th 193 to mr and mrs arthur vine cedar valley whitchurch twp a daughter aocaoi coronation mugs bowls
