finance committee of the york county council in presenting the financial statement of operations of york county council for the year ending 31st december 1936 to the members of the york county council so that all our members and particularly the new members of county council thero are 15 new- members this year out of a total of 49 may get a broader picture of the county of york and a back ground of its recent financial history i submit a brief word picture the county of york is composed of 26 local municipalities made up of 12 townships s towns and 6 villages it extends in length some thing over 70 miles with an equal ized assessment of approximately 5132000000 and a population of 236000 our county is partly rural and partly urban the latter sprinkled with industrial centres within the county in the area skirting on the city of toronto we have 12 municipalities with a total population of 174000 people further within the county we have 5 municipalities each with popula tions greater than that required to become a city one of these mun cipalities having a population of 73000 people from this you will see that on a basis of population the county of york is not only the largest county but the second largest municipal corporation in the province of ontario yielding first place only to the city of toronto on the 20th december 1932 it was found that many municipalities due to heavy relief and welfare requirements and an inability to collect the same amount of their taxes were unable to pay their county levy and the year finished with certain municipalities in arrears of levy to the county of york naturally had a corres ponding bank loan at that time it was publicly stated by certain members of county council as well as others in financial circles that many of these outstanding levies would never or could never be collected considerable publicity was given at the time to this condition and as a result the price of our bonds went down lelow 80 reaching a low i believe of around 78 our bank at that time found it necessary to decline to increase loans until such time as they could ibe assured that they had proper security and that the outstanding levies would be collected for a time tho county of york was unable to issue any cheques until the approval of the bank was first secur ed for each one many prophesied that it would be necessary for the county of york to apply for super vision under part 6 of the ontario municipal board act during the year 1933 aggressive leadership was given by the warden and commissioners finance com mittee a long with the members of county council actively fighting from day to day to ward off this condition in order to be brief may i say that by the end of 1933 every dollar owing to the county of york by way of levy for the preceding year had been collected in addition to interest penalties incurred there on and the spectre of supervision bad reired partially at least in the background in the past and in each succeed ing year the county of york has had aggressive and prudent leader ship and finances since 1933 have been on a pay as you go basis issuing no new debentures we have had four consecutive balanced budgets with substantial surpluses each year and during the same time we have reduced our debenture debt by approximately 30000000 at the end of 1936 we again have a balanced budget with a
