held at ottawa while more re cently june 1011 another con vention of ontario mayors was held at orillia questions of great im- portance were discussed and reso lutions voted upon these were pre sented to the federal cabinet and as on previous occasions a very cordial reception was given to them the question naturally arises what are the smaller units of mu nicipal government counties townships towns and villages going to do in this age of central ization when local industries are moving to the cities and making them larger often at the expense of the towns and villages unless a concentrated effort is made many of them are doomed to disappear from the map the last census shows a considerable decrease of the popu lation of towns and villages while cities have all shown substantial in creases the question is a very complicated one and is of the great est importance at this hour all the best minds in our country are unit ed on one point and it is this one the very life of our nation depends upon florishing centres such as towns and villages where the country folk will enjoy community life and will be able to secure what they need for their homes without having to go to the city to get it there is no use beating around the bush the future of the pre sent generation is at stake unless we can manage to keep thriving community centres such as can be provided by our towns and villages a part of the farming population will eventually drift to the cities the economic structure of our country would therefore soon loose its ibalance and the result would be collapse and destruction municipal councils of towns and villages have to shoulder very serious responsibilities the task of administering the municipal affairs in any municipality is no sinecure during the years of unemployment when so many social services have to be organized and maintained the average taxpayer has not the faint est idea of the amount of work trouble and worry which falls up on the lot of his elected representa tive if it were possible to conceive an arrangement by which each tax payer would have his turn in the ladministeration of the affairs of his municipality even for a very short time a different view would be taken by those who critize most vehemently their elected repre sentatives one of the most serious handi caps facing municipal councils to day is the method of levying taxes to meet the increasing demands for public and social services in this matter there has been practically no changes during the last decade while on tho other hand new ser vices had to 1e created such as relief to the unemployed hospital ization of indigents mothers allow ances old age pension etc the municipalitys share for all these expenditures is levied mostly all on real estate under the old thread- worn method in existence long be fore the establishment of these social services new conditions call for new methods this should apply to municipal assessments and taxation as well as in any other matter it is a peculiar situation in our muni cipal system today when so many new and expensive services liave been created that in nearly every town and village from 25 to 40 per cent of the citizens manage to escape the tax collector for the good reason that their names do not appear on the assessment roll as owners of real estate these citi zens have tho benefit of all the public services and enjoy all the privileges accorded to and main tained by their taxburdened fellow- men the ontario association of rural municipalities is making a special effort to have a largo conference of municipal representatives meet the executive committee as soon as convenient in a central place probably toronto where problems affecting towns and villages and their relation to the smaller muni cipalities will be studied and the situation presented to the powers that be license and taxes the young man decides to marry he givgs his bride a fur coat as a wedding present the trapper who caught
