w c gohu thanked the electors of markham township for their support last year which en abled him to receive the honor of election as warden or york county in 1931 he also thanked all the members of tho 1931 council for their cooperation and support dur ing the past year in times of de pression such as we have now the responsibilities of leadership weigh ed more heavily on tho shoulders of municipal leaders ho said he was pleased that there had been a reduction in township taxation this year and he was proud to present such a lino financial statement we are presenting to you a balanced budget which many municipalities cannot do to day he appreciated the cooperation of the school boards which had resulted in reduc ed levies in many sections touching on county matters reeve colin pointed out that iu 1932 tho county body would have only fifty members instead of g3 as in 1931 this was the result of legislation reducing tho number of county councillors the township financial state ment showed a surplus of assets over liabilities or about 0000 which compared favorably with previous years the years program of work included a capital expendi tuia of 30s7 on permanent bridge construction 52310 was spent on the sixth concession 21 12 miles of road was gravelled at a cost of 160 per yard as compared to 1s3 per yard in 1930 the cutting of the hill on the third concession which had come in for some criti cism was undertaken as a relief for unemployment and only married men had been employed he realiz ed it was an expensive piece of work a quarter mile of sidewalk had been built on yongestreet which was of concrete construction and joined up with the stretch built in 1930 speaking of county affairs reeve gohn said tho rate this year was ten mills and he felt that this was as making a good job of it vv p kincaid seconddeputy reeve in 1931 said that last year he had a poem for the audience but that he wouldnt even tell them a story this year he thanked his nominators and all who supported him last year he had en joyed the year in council we didnt always agree but we didnt quarrel he said this year we have reduced the taxes a thing mey said couldnt be done as a new member he had nt said much at county council but he was on the job all the time there were some things down there he didnt just like w l clark w l clark who has been a member of the council for two years said that there never was a more honest effort to reduce taxation than in the year now drawing to a close and ho was pleased to say that they had succeeded if the dominion the province and tho county reduced taxation as has markham council this year our load would be much lighter he said councillor clark touched on the relief problem which iu these days of depression and unemployment was a consideraole item he suggested that a township building permit limiting the erection of homes in subdivisions would help and be in the best interests of the township all applications for relief were carefully investigated by one or more members of the council nines ronnie james rennie wno is complet ing his first year in council said that when he was nominated last year he was not anxious to seek election but when someone said taxes couldnt be reduced he accepted the challenge and sought election he was glad that there was a reduction this year and that the financial con dition of the township was good he said some credit for this amount is due the 1930 council was a candidate for reelection and assured the electors that if elected he would do his best their county tax this year the continual rise in the cost of secondary education was deplored in 1924 the cost was 70300 and in 1931 tho cost was 195000 an increase of s7000 over 1930 this is an alarming condition of affairs and mr gohu favored tho county high school board recommended at tho final session of the county council per day costs in certain high schools were quoted as follows markham gg east york 126north york 125 richmond hill s2c this was too high in many cases and was brought about by lavish capital expenditure for elaborate buildings and for fniis no farmer he said can afford to give two bus of wheat for one days education i havo said before and i repeat it to day that unless something is done the educational question is going to divide the county of york and i am sure but that it would be a good thing there is great diversity of interest and problems between the urban and rural areas admiration society explaining all i their good points he criticized the present financial conditions and suggested that what was the matter with us to day is that we are load ed down with inspectors and over seers of one kind and another we have too much supervision every year there is increase in costs and we must get them down in line with the ability of the people to pay tames ley james ley who was nominated for reeve said that although taxes might seem high in markham they werent as high as elsewhere he mentioned 120 acres in scarboro on which the taxes this year amounted to 5g5 the council this year had reduced taxes and he thought it might be well to have an acclama tion and thus save the trouble and expense he asked the audience to bo the judge and first called on all who favored an acclamation to give a clap of handsthere was a fair clap he then called on those opposed to an acclamation there were rounds of applause the nays certainly had it and mr ley remarked that he guessed ho had been snowed under george ij pmlgct george ij padget gave a thor ough and detailed review of town ship and county finances the acre age of the county is 530000 acres tho population 1s2756 and with the debenture debt as it stood today and the additions which had to be made to take care of the overdraft this year meant that the per capita debt in the county has guaranteed high rennie give the previous council some of the credit for the reduced rate this year last year on this platform i said that a 2 mill cut could be made this year and what of tho future ho said by careful and businesslike administration he thought next year there could be a further cut of a mill or a mill and a half it is a time of retrenchment he said it is a time when the farmer is taking a great cut in his returns and he was glad that deputyreeve smith had this year proposed a sub stantial reduction in salaries he certainly thought it was a step in the right direction 3 ii campbell john r campbell who was a candidate for reeve last year de clined a similar nomination this year but spoke at length criticizing the rising trend of expenditure especially in tho county and as re lated to secondary education he thought a county school board would only be an additional ex pense and favored a change in the provincial legislation giving the county council more say in the matter deaths which are occurring every day in our midst but the fact re mains that serious inroads seconder and said that if elected a member of the 1932 council he would do his best to promote the best interests of markham town ship he extended to all the compli ments of the season and wished for should havo been done in five ho thought it tlmo the county body gave some thought to the people who had to pay in the township wo went in last january determined to reduce taxation and lime wo succeeded last year 820318 stable if such townships as north york scarboro and yort aro unable to pay their county levy who is going to pay the county taxes he asked during this year a juven ile court was established and 95 per cent of the cases that come in it aro from south of tho markham southern boundary it cost 11000 for running that court i think we would be well advise to seek a separation in tho county because if those southern municipalities go down they will take us with them speaking of county expense he said the committee on the juvenile court each put in for 40 days at soo per day
