expressed and hon wni finlayson while address ing council expressed himself as convinced that the country is being over governed not one of the county councillors proposed that the institution of which they themselves are members be uprooted and abolished from the governmental scheme of things that it is possible can readily be established and defenders of the county council might be hard put to it to adduce adequate reasons why it should be continued shorn of its powers of initiation it lias become but an administrator of certain requirements under the statute governing municipalities this body cannot make any changes in the public school system of the county it appoints the examiners to pre side at governmental entrance ex aminations there is an agitation just now in some quarters for the bolition of the entrance examina tion the county council is powerless to do it and no more has the county council any jurisdiction over the inspectors in the matter of secon dary education county councils have not a semblance of authority even county roads are under the jurisdiction of government engineers and as for provincial highways the county council has nothing to do but pay the bill in the matter of pensions the county council appoints a board for administration under the act but this board is guided largely by provisions contained in the act when the official minutes of the present time everyone familiar with county council procedure knows now some municipalities get more than others and these same people know that if certain methods were abolished or made impossible some municipalities would not get the county assistance that is possible now the govern ment would appoint the clerk and treasurer just as it appoints the judges the crown attorney the clerk of the court the registrar and other officials the clerk and the engineer could view the county roads and decide what is needed far more equitably than at present and all public works could bo construct ed
