throughout the west where physi cal conditions permitted subsequently at winnipeg in an address before the board of trade of that city mr beatty elaborated on the scheme and pointed out that the formation of such a company should in no way be an attempt to meet or correct the unusual con ditions of the present day but that its policy would be one that could only become effective over a per iod of years and that rather than being a temporary expedient for the purpose of relief it should rather he a permanent piece of machinery introduced to tho industry of agri culture with a view to developing ind maintaining additional sources of revenue and sustenance fiom our farms although details of operations will be in the hands of the newlyappoint ed board of directors it is believed from various references made by mr ileatty in public addresses and be fore the standing committee on banking and commerce at ottawa that the rate of interest for such loans will not exceed c per cent and that an additional charge for in surance and for handling livestock will be made loans of from 200 to 1000 will probably lie made re payable probably in three years the security to be in the form of a chattel mortgage on the llvesock purchased a suggested basis of diversity in livestock might include under different conditions from two to five cows one or two sows 25 to 100 hens and wherever possible 20 to 50 ewes per individual farm if such a plan is followed it would ho along the lines of the agricul tural credit corp of the united states which has been operating a similar plan in minnesota north dakota south dakota and montana since 1921 although a substantial part of the proposed capital stock of the co namely 5000000 wassubscrlbed shortly after the plan was projected by mr the grave discontent fast spreading among them throws into vivid relief the desperate need for an alliance between farm and town if fhese appalling times are not even more acutely to be repeated it is folly to proceed as if financial obli gations can be met by the farmers generally out of present prices only the wilfully blind would deny that our whole social and economic structure is in dire peril the situa- ing into secular channels he leaned ition compels a new unity among all over and interrupted my serious devotions by asking how my father voted in the recent election whether tor wright or town the newmar ket approach to labor from the point of view of the joint interest of all wealthproducers has assured the cooperation of organized labor with the coming conference every where indeed the demand is rising for strong farseeing bold leader ship open conference is the only way to develop the leadership aim cooperation so sorely needed we are asked why havent yon formed an organization the ans wer is that the need is too great the malady too deep for a few men to presume to decide what organization shall be joined only from the sense of necessity can be produced an or ganization reasonably equipped to serve the country to that end the first dominant condition is that peo ple shall get together express their views fearlessly and themselves de cide what they will do in a few days we expect to have ready a suggested range of practical discussion for the provincial confer ence meantime all who are inter ested in finding a way out of the morass are invited to make their attitude known so that it may be not a they affair but a we affair all the time and all ho way hitherto inarticulation has lain like a blight upon tho land people with so much to lie proud of have ever been so silent as the people of ontario the difficulty to be over come is primarily a temperamental one due to a strange modesty com plex and a rooted unjustified fear of nothing more than the mirror if our people were really aware of themselves there would be neither timidity nor delay in asserting the mastery or their own affairs first in meeting the immediate emergency of a winter the like of which has never before approached our pro vince and then in a permanent rais ing of our social and aconomic life abovo the dread of such maladjust ment as now gives us starving mil lions in
