very severe illness death came as a wel come release to samuel hisey at his late home in stouffville on wednes day evening last week over a year ago he with his bereaved wife mov ed into town from their farm on the 6th concession of markham where they had hoped to enjoy the even tide of life together the late mr hisey was born 62 years ago on the concession line where he spent much of his life and just across from the homestead htff established his birthplace is the farm now occupied by hugh boyd and his father the late abram hisey was of dutch pennsyvania descent when a young man samuel united in marriage with priscilla ratcliff and to them were born six sons all surviving as follows milton of elmira earl of markham lome who is a student at the baptist seminary bruce of markham tp clifford at home and roy who had also been a student at the seminary but who recently received a call to preach on the scotch settlement near dunford for the summer months shortly after their marriage mr and mrs hisey moved to waterloo county where they remained for 20 years returning to markham when they established the homestead right across from the farm on which he was born a devout christian the late mr hisey was highly respected for years lie was a keen church worker and a pillar in the congregation at markham second baptist church he served as one of the deaons and when he moved to stoulfviue he occupied a similar position in the town church mr hisey had also been a sunday school teacher and superintendent and stood ever to fulfil any other call in the masters work that presented itself to him he was an exemplary father and was honored by two sons called to the ministry the funeral being on saturday- took place to the little baring ground at markham second baptist substantial reduction for every class of user as well as in the price of power charged the town by the com mission heretofore we have paid 00 per hp for current delivered to the municipality and this is cut to 50 which will make a big reduction in the bills we have to pay the he pc each month for curtent the domestic rate is reduced con siderably although the hour rate is raised before the second rate is ob tainable the new rate will be 4c per kwh for the first 55 hours when it drops to 15c for all temain- ing consumption the old rate was itc with a drop to 2c after 50 hours use commercial rates are reduced to 4c for the first 100 hours when it drops to lc for all remaining con sumption power rates are cut as follows 49c for the 1st 50 hours 33c for the second 50 hours and 33c for all remaining consumption street lighting comes in for a nice reduction also although this rate was substantially lowered a year ago street lamps will now cost only 14 per year each and as we have 100 lamps there is a straight saving of 100 to the citizens in general as all help to pay for the street lighting three years ago we paid 500 per year more for lighting streets than we will now be paying the new rates become effective with the june billing there is no change in the minimun bills which of course was not to be expected the minimum bill for house lighting is only 25c per week or 100 per certainly nothing new and its cause re- sentiment has persisted for over 500 years for in 1381 the imposition of a poll tax in england caused a revolution and has never been pop ular since that time this tax is only payable by adults who pay no property tax it is not imposed by the town council but by the act of provincial government so that our council are not deserving of any criticism in this
