can relieve you of that difficulty by re verting to statute labor i favored the new system but ill go back to statute labor in a minute if we cant be boss in our house councillor smith im anxious to cooperate with the department in every possible way but we represent the ratepayers of the township and we must carry out their wishes this council has to stand by the rate payers and theyre not satisfied with the way things have been done the last election showed that reeve gohn if theyre not sat- fied what is the bone of contention councillor smith you know what it is reeve gohn i dont know but maybe youll tell us councillor smith they claim they havent been getting value for their money look at our roads a few men have been getting all the work and some men cant possibly deton be appointed road superinten dent at a salary of 125 per month ior eight months in speaking to the motion mr padget said he did not think the superintendent was worth a dollar to the township all las winter reeve gohn asked if the salary stated in the motion was enough for the position if it wns enough for a man to take the responsibility de manded of him v flio township and by the department councillor beatty its not enough in my estimation deputy reeve padget we can easily fill the place with another man just as good for that money deputy reeve stiver said he would support the motion it it provided for fifty dollars per month during the winter months reeve gohn i think the salary is inadequate councillor beatty i am of the same opinion i dont know how he can live on it councillor smith we can get just as qjtpame men to do it for less the motion finally carried with messrs padget stiver and smith supporting it almost everybody thinks that the other man has the easier and the better job there is a general ten dency to ascribe success to luck in the same way many communities excuse their failure to secure health for their constituents because of some local difficulties and at the same time attribute the success of other communities to just luck it is true that every place has its own problems and difficulties it is equally true that the healthy com munity has succeeded not because of iuck but because its members did what was necessary to overcome their local difficulties throughout canada you will find a gieat variation as to health condi tions between places that may be fairly compared with each other there is of course a reason for this- thls reason is not hard to find it is a simple one whore the best health work has been done there health conditions are best and so on down the scale the health of the com munity corresponds to the health work done by the community every citizen should enquire as to the health standing of his home town or county find out how it compares with others ask these questions of the local or provincial health departments every citizen should then ask himself whether or not he and his fellowcitizens are providing the money and other sup port necessary to enable the health department to pave the health road of the community with sound pre ventive measures so that the citi zens may travel along in happiness free from the bumps of disease the ruts of illhealth the sudden un guarded crossings of epidemics and fhe unprotected precipices of prevent able fatai illnesses questions concerning health ad dressed to dr f a the ap pointment of a road superintendent after much discussion on the subject mr l middleton the present incum bent of the office was reappointed his salary to be 125 per month for eight months of the year and 550 per month for four winter months deputyreeve stiver deputy reeve pnulget and councillor ra smith supported the motion councillor beatty voted against it and reeve gohn expressed his opposition to it mr middleton was appointed road superintendent in april 1927 and his former salary was s0 per month i nnd ion cents per mile for the use of his car ills average salary for nine months in 1927 according to the auditors report was 140 per month under the new arrangement he will be paid a straight salary with no mileage allowances mr higgins of the ontario depart- ment of highways was present and outlined the position of the depart ment in the matter of road super intendents and briefly reviewed the duties of the office he said it was the duty of the superintendents to supervise nil work done in the town ship under the present system the work for the year is outlined by the council and a certain sum appro priated and it is then the duty of the superintendent to have the work done in a satisfactory manner ho engages all men and it is essential that proper records be kept of all work and this is carefully checked by department auditors deputyreeve stiver asked what should or could be done in a case where a man mas satisfactory to the superintendent but quite plainly did not satisfy the ratepayers mr hig gins answered that in such a case the council should nsk the superinten dent to consider the matter of secur ing another man to take his place he stressed the point that there should bo the closest possible co operation at all times between thejlj
