consistent were made by reeve m baker of whitchurch at the morn ing session of york county council thursday the statements of mr baker caused considerable dlseiisslfcu in council the crossfire between wm keith mpp one of the commis sioners and mrbaker being partic ularly lively be man enough to make charges and not insinuations said mr keith i am not making charges i am looking tor information replied mr baker air baker pointed out to the coun cil in starting the discussion that on looking up the statements pre sented to council by engineer ea james and h a laimsden the audi tor regarding the cost of the sutton road he found that although the totals agreed they differed in detail continuing he said some of the differences in cost were mr james stated that the stone cost 9346 mr lumsden said 9111 culverts according to mr james cost 215 mr lumsden said 707 contractors fees according to mr james cost 15348 mr lumsden 13822 freight charges according to mr james cost 14829 mr lumsden 13892 not consistent it is this latter item that i wish to bring to your attention said mr baker when mr james gave ine the figures i did not say they were wrong but they are hot consistent with mr lumsdens and if the lat- ters is accepted it is a condemnation of the commission i am at a loss to understand the charge made i thought the matter was settled said mr keith as a commission we employ the best man we can get as engineer he submitted the tenders for the work and they were awarded i am re sponsible tp this council and i can not be responsible to the engineers or for what any member may say as to the cost of the work if i have to take any further responsibilities i would have to ask you to accept my resignation accounts audited the accounts were all audited and i had a man from the govern ment go over the amounts and pass on them and i had no know ledge that anything was wrong i have every confidence in the engin eers and i dont- think this council will hold me responsible for any estimates any engineer may give said mr keith mr james came here to give us the actual cost replied mr baker for instance he says the freight cost 1000 elss than it did there must be some insinuations regarding this man lumsden said mr keith his report was accepted by coun cil said mr baker you charge that lumsden mis represented the report intention ally stated mr keith no i do not replied mr baker the only way i can see is to appoint another auditor retorted mr keith although i never heard any person criticize the auditor statement the issue is if the lumsden re port as presented to council is cor rect said mr baker i am willing to stand by the re port stated mr keith although i have never seen it are the figures given by mr james the cost or the estimate asked deputyreeve r j macgre- gor of york township they are the cost of the road after the work was done replied mr baker i feel that after the hooks have been audited and nothing found wrong this matter which has been up for some time should be drop ped said deputyreeve t allan of scarhoro i think this matter should stop right here said reeve af wilson of imnrkham village mr baker makes charges and if they are right let him put them in writing makes xo charge i make no charge said mr baker then make one said mr keith i am not charging mr lumsden is unscrupulous when he put a tax on figures to save the commission replied mr baker now wait i dont like that last statement i have heard it said i have got money from this particular job said mr keith dont insnu- ate that the government auditor would make a liar of himself to shield the commission they dont need shielding said mr keith this is amusing said mr baker may be to you but the insinu ation that the government auditor padded the report to shield the colli sion is an insinuation and i say we should hnve another audit or a retraction stated mr keith i am not making any retraction or anv charges said mr baker what is the object in bringing this up asked mr keith i am due an explanation why these figures are orented and not consistent said mr baker if baker was a man at all he would move a resolution that some one audit the report again said mr keith why dont he make a barge all i have to say is that if the ouncil and commission is satisfied i am said mr baker prais coaiinkxlon mr baker does make a charge nd should be man enough to say o instead of insinuating we have five able men on the commission this is not businesslike we must have perfect confidence in the com mission or else get rid of them aid reeve pugsley of sutton the proper thing for this council to do is to endorse what mr keith and gardhouse have doue we are only hurting bur own affairs by this talk he concluded deputy-reeve- t allan of scar horo introduced a resolution that mr baker either make his charges in writing or apolgize but on a vpte being taken to allow him to do so without notice it was lost another resolution expressing con fidence ia the commissioners and in their ability to carry out the work assigned them was passed unani mously the matter came under discussion again at the last session on satur day when deputy reeve r j mac- gregor of york township said i dont blame mr baker for asking for the information an explanation is due him as to way these two re- ports are different mr macgre- gor who is himself an accountant further said if lumsdens figures are correct mr james are wrong and i will see mr lumsden and if things are not right i will bring the matter before this body again next year if i am elected this resolution was submitted to the council that whereas the reeve of whitchurch has in his capacity as a member of this coun cil made insinuations in connection with the investigation of the books of the toronto and york roads com mission by the department of high ways the reeve of whitchurch he requested to make his charges in writing so that the same may be investigated and this body sees ht or apologizes for the insinuations made the above resolution moved by deputyreeve t allan of searboro and seconded by deputyreve e g farr of weston was carried by a vote of 25 to 16 ninth line
