The changes are being made to accommodate growth. Upon the conclusion of the meeting, a final recommendation will be presented to council. A date for that presentation is unknown, according to Maria Schembri, spokesperson for the town. Last summer, council approved Watson and Associates Economists Ltd.'s recommendation to meet future population needs through moderate intensification and greater utilization of undeveloped greenfield lands via more compact development and higher density housing. All developable lands within the municipality's Phase 3 area would be required, according to the council report. York Region's official plan established a target population for Whitchurch-Stouffville of 60,800 along with 23,000 employment positions by 2031. The town's population was esti- mated at 43,300 last year by the municipality.
